Did Libby have clearance to receive information on Plame?
I know there's an issue about Rove not having had proper clearance, but what about Libby? Might this be an issue, too?

3. Not necessarily -- actually, it's kind of doubtful
The identity of NOC agents is one of the most closely guarded secrets the government has. You need more than just a certain clearance level -- you'd "need to know" as well. There's really no reason Libby would 'need to know' the identity of a particular NOC agent.

At that level, Cheney's Cheney probably had full access, TS SCI and then some. He was Cheney's other brain, after all...

Cheney gets intelligence briefings, but those briefings don't reveal the undercover identity of CIA agents in the field.

Cheney probably learned of her identity by bullying CIA employees with improper questions as part of his illicit WHIG activities in "fixing the intelligence to fit the policy".

There's absolutely NO reason that Libby, essentially a political operative, would have a "need to know".
