The current wisdom (lack thereof) of the leadership at the federal, state and local level is to build "economic/enterprise zones" as a part of rebuilding the Gulf region. And, as always, the first idea that pops into the minds of local officials is, "let's build dem dere casinos and fleece the suckers in the guise of entertainment."
I've got an alternate idea that may not only save the region, but the entire country. Let's build 'education zones' instead.
Since Bush pledged 200 billion (or 500 billion or a trillion or a gazillion, I forget because he's such an effing liar), let's use the bulk of that money to build a great education system in the region, starting with teacher salaries of $100,000/year (that'll attract some very competitive folks into education). In this region we can construct modern facilities that will be built by Americans who will be lured there by the opportunity of meaningful, high paying jobs that includes the benefit of having a first class education system for their children. With the uber-gazillion-quartillion dollars, we can build world-class universities in Mississippi, Alabama and Louisiana that will turn out (at a nominal expense to the taxpayer) the fetile minds necessary to compete against China and India. (Also, since corporate America will benefit from such a rich workforce, let's raise a corporate-education tax to pay for free education for the most talented and hard working).
This should be the basis of reconstruction, and with more educated, degreed Americans (since the cost of education will be nominal) no Republican will ever be elected to higher office again.
