Ok, so according to the Tom DeLay School of Crisis Management
disaster management is controlled from the lower levels upward. So, if we do get a terrorist attack and our local guys can't get to a working fax to send out FEMA form GHOOA(Get Head Out of ASS)12a - we're toast. Maybe in a week or so they'll read about it in the papers and figure out that we might need a some assistance or a little controlled containment.

In the case of Katrina, it is ludicrous to say that the local people who had just been blown away and flooded and/or trapped and incapacitated were in any way able to run the rescue and relief. And, that is why we have FEMA and HS IN THE FIRST PLACE!!!! Don't the terms FEDERAL EMERGENCY and FEDERAL DISASTER mean something specific? Like the feds do something? Before they are sent a candygram.

As I understand it, FEMA paid for the disaster plan for New Orleans and, to make matters worse, it was privatized to a consulting firm with ties to the administration. (I can't find the $#@%^&$ post that documented this but it was on DU on either Monday or Tuesday......damn "defcon 3"....

Hence, FEMA:
1. Knew that the Superdome was the refuge of last resort
2. Refused, neglected and/or failed to provide for persons seeking shelter of last resort
3. Knew (from the plan) that up to 25% of the population of New Orleans couldn't or wouldn't (doesn't matter which) evacuate the city and that number would be UPWARDS of 130,000.
