House cancels hearings on Katrina response

WASHINGTON (CNN) -- The House majority leader late Tuesday tried to deflect criticism of the federal response to Hurricane Katrina by saying "the emergency response system was set up to work from the bottom up," then announced a short time later that House hearings examining that response had been canceled.


What more needs to be said....?

Why are these people allowed to kill people and go "unchallenged"?

9. DeLay is the one who wanted a joint review (vs hearings).


......It's uncertain when the joint hearings would begin, but GOP leaders have said repeatedly they don't want to pull officials out of the disaster area to testify.

The GOP aide said the hearings are expected to be bipartisan, but a high-ranking House Democratic aide said lawmakers from his party had not been contacted yet.

On Tuesday, House Majority Leader Tom DeLay, R-Texas, sought to deflect criticism of the federal response before announcing that House hearings on the issue had been canceled -- and pressing for a joint review instead.

"The emergency response system was set up to work from the bottom up," DeLay said late Tuesday.

11. DeLay in into the 'blame game".

.....DeLay added that Alabama and Mississippi did a much better job of responding quickly than Louisiana. Alabama and Mississippi have Republican governors. Louisiana Gov. Kathleen Blanco is a Democrat.

FEMA = FEDERAL Emergency Magmt. Agency
By definition, any governmental agency that has "Federal" in it's title should not be reliant on "bottom up" state and municipal officials to plan and impliment programs.

They don't have any idea that what he says isn't true.
They don't know History. They don't know government. I'd venture to say they don't have the first clue what a democracy is. This administration counts on their ignorance.
They take it all at face value and then start parroting it as if it were gospel.
So on this issue, instead of the trickle down theory...they are gonna try the trickle up.
Have they no shame?

August 27, 2005

The resident today declared an emergency exists in the State of Louisiana and ordered Federal aid to supplement state and local response efforts in the parishes located in the path of Hurricane Katrina beginning on August 26, 2005, and continuing.

The resident's action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives, protect property and public health and safety, or to lessen or avert the threat of a catastrophe in the parishes of Allen, Avoyelles, Beauregard, Bienville, Bossier, Caddo, Caldwell, Claiborne, Catahoula, Concordia, De Soto, East Baton Rouge, East Carroll, East Feliciana, Evangeline, Franklin, Grant, Jackson, LaSalle, Lincoln, Livingston, Madison, Morehouse, Natchitoches, Pointe Coupee, Ouachita, Rapides, Red River, Richland, Sabine, St. Helena, St. Landry, Tensas, Union, Vernon, Webster, West Carroll, West Feliciana, and Winn.

Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency. Debris removal and emergency protective measures, including direct Federal assistance, will be provided at 75 percent Federal funding.

Representing FEMA, Michael D. Brown, Under Secretary for Emergency Preparedness and Response, Department of Homeland Security, named William Lokey as the Federal Coordinating Officer for Federal recovery operations in the affected area.
