1. Novel idea. But taxing innovation may not be the smartest long-term move.

The problem isn't one of automation, but of outsourcing. A factory that replaces its workforce with robots still uses local repairmen, janitors, warehouse staff and managers.

Currently all those ancillary jobs are also overseas.
