Seriously, its more plausible that he was working on a scheme to entrap and "out" gays in the military.

Probably also gathering blackmail material. Get his hands on more confidential documents and amass more power for himself by threatening to out high-ranking officials.

Either that or he WAS using the sites to make money and get tail, the blackmail was a side-business, and "Outing Gays" was going to be his cover story if/when he got caught.

Or I suppose he may have been acting on orders from his dog - it's hard to understand the mind of someone that unstable.
