"Peters" are people who rise up the ladder to positions of incompetence, where their efforts are often counter productive at worst and ineffective/limping along at best. In most instances, They were chosen for the position by other "Peter" Superintendents, Administrators, Managers, VPs, etc.

2. I agree with your edit: but: if we read the mission for the President

and what he is supposed to do... like PROTECT AMERICA, among other things, the Bush is NOT DOING IT....

Despite many warnings, in 2001 he did nothing to upgrade security at airports....proving he is NOT PROACTIVE, which is a sign of a GOOD LEADER. Instead, Bush is reactive.....he waits for something to happen then does the fixing.....

He is unable to anticipate accurately.

4. NOT protecting America and Americans fits right into his plans. The

more that we get hit, the more that he can say that he's needed, that only he and his facist friends and conspirators can protect this country. It's the bizarro factor. He's done everything wrong so far, but he turns it around and the lunatic fringe eat it up with a spoon.
