EVEIDENCE ROOM THREAD: GOP suppressing vote and fraud
The stories already are starting to turn up about GOP dirty tricks to disenfranchise voters and suppress voter turnout.

What I would like to do is collect stories — with links to media accounts — about what is taking place across the country to prevent people from casting their ballot on Nov. 2.

I think such a thread will help us develop a clear pattern of abuse that we can forward to bloggers and news outlets. There still is time, quickly running out, to fix some things before the election. Also, this will allow others to be aware of the games that are being played so they know how to deal with them.

I'll start with two stories that I saw today:

City, county spar over ballot supply
Milwaukee County Executive Scott Walker, citing vote-fraud concerns, is publicly balking at a City of Milwaukee request for almost 260,000 additional ballots in anticipation of high turnout for the Nov. 2 presidential election.

Mayor Tom Barrett blasted Walker's stance, and Common Council President Willie Hines Jr. immediately joined in, saying it was an attempt to suppress the central-city vote.

Voter Registrations Possibly Trashed
Employees of a private voter registration company allege that hundreds, perhaps thousands of voters who may think they are registered will be rudely surprised on election day. The company claims hundreds of registration forms were thrown in the trash.

Anyone who has recently registered or re-registered to vote outside a mall or grocery store or even government building may be affected.

Suspicious voter registration forms continuing to surface

TALLAHASSEE - University of Florida students in Alachua County may have had their voter registrations switched to Republican without knowing it.

In Leon County, voters are getting calls apparently intended to mislead them.

In Bay County, registration cards were turned in naming voters as Republican when the voters might not be.

Those are three of the newer voter issues elections officers are wrestling with around the state.

The Alachua County elections supervisor's office is sorting through 1,200 forms gathered at UF and Santa Fe Community College seeking to switch voters' party affiliation to Republican. Officials discovered some didn't want their party changed; others hadn't previously registered.

She said her voter outreach coordinator began calling people listed who had previously registered, and "all of them she talked to said, "No, I did not intend to change my party.' "

Where are all of them?

Approximately 1.5 million voter registration cards have flown out of state and county election offices. Yet only a fraction of them--a mere 125,000--have been returned.

That discrepancy bothers Secretary of State Mary Kiffmeyer, causing her to wonder: What happened to them?

"Even though we've had blocks (of registration cards) come back in, it's still unusual to have so many out there," Kiffmeyer said Monday during a stop in Rochester to encourage Minnesotans, especially young people, to vote.

Kiffmeyer is concerned about the worst-case scenario, a possibility underscored several weeks ago when a man at the Twin Cities airport was found to have several hundred filled out voter registration cards stuffed in the trunk of his car.

Thieves hit Democratic Party offices; computers containing sensitive data removed

Thieves shattered a side window overnight at Lucas County Democratic headquarters in Toledo, stealing computers with sensitive campaign information and triggering concern of the local party's ability to deliver crucial votes on Nov. 2.

Among the data on the stolen computer of the party's office manager were: e-mails discussing campaign strategy, candidates' schedules, financial information, and phone numbers of party members, candidates, donors, and volunteers.

Also taken were computers belonging to Lucas County Commissioner Tina Skeldon Wozniak and to a Texas attorney working with the Kerry/Edwards presidential campaign to ensure election security.

The thefts have prompted the Kerry/Edwards campaign and Democrats in Washington to offer help and have left local officials fretting about the crime's impact on the upcoming election, in which Ohio plays a high-profile role.

"This puts us behind the eight ball," party spokesman Jerry Chabler said. "This can affect our entire get-out-the-vote operation."

DENVER - With just 21 days left until an election in which every vote will count, the 9News I-Team has uncovered voter registration fraud that could cause chaos on Election Day for hundreds, possibly thousands of Colorado voters.

9News has discovered a record number of fraudulent voter-registrations across the state. Secretary of State Donetta Davidson tells 9News she is concerned about what the I-Team has uncovered and wants those responsible prosecuted. "It has just gone rampant," she told reporter Deborah Sherman in an interview Monday afternoon.

Some voter registration application forms are completely bogus. Others belong to legitimate voters, who have had one or two facts changed that could affect their registration when they show up at the polls November 2nd. Tom Stanislawski registered to vote six years ago. But this summer, someone signed him up again and changed his party affiliation. "My concern would be I'd walk in November 2nd and be unable to vote," he said.

Hundreds of Iowa voter forms rejected

Hundreds of Iowans who registered to vote by mail were notified this week that their applications were rejected - a situation that threatens to disenfranchise voters less than three weeks before Election Day.

State officials say they are resolving the problem, which stems from the portion of Iowa's voter registration form that requires an identification number. The form allows voters to use the last four digits of their Social Security number if they don't have a driver's license or other state identification number.

But Iowa county auditors' access to the Social Security database to verify those numbers has been delayed - causing hundreds of voter registration applications to pile up without being processed. The situation affects the entire state, including about 400 applications in Johnson County and 500 in Polk County.

Edited to add: When I lived in Iowa, Polk and Johnson counties had the largest concentration of Democrats in the state (Des Moines and Iowa City).

WASHINGTON, DC – Responding to recent news reports of voter fraud by groups paid for by the RNC in Nevada, Democratic National Committee Chairman Terry McAuliffe sent Republican National Committee Chairman Ed Gillespie a letter in which he asks Gillespie why the RNC is funding an organization that is ripping up Democratic voter registrations and other important questions.

Dear Ed:

In recent weeks, all over the country, the Republican Party has been engaged in systematic efforts to disenfranchise voters—to impose unlawful i.d. requirements in New Mexico, to throw eligible voters off the rolls in Clark County Nevada and to deprive voters of their rights to vote a provisional ballot in Ohio, among other examples.

And the Republicans’ excuse for these efforts? It’s always about protecting the process from “voter fraud.” In fact the AP reported on September 19th that President Bush expressed to Nevada Governor Kenny Guinn and Attorney General Brian Sandoval he was concerned about voter fraud in Clark County.

But just last night, the American people have learned that it is actually the Republicans who are engaging in voter fraud in Nevada, Oregon and potentially other states as well and in fact you are paying for it.

Press reports in Nevada disclosed that a Republican organization, “Voters Outreach for America” has been ripping up Democratic voter registration forms in that state. According to those same reports, on KLAS-TV, Channel 8, that group has been “largely, if not entirely, funded by the Republican National Committee.” Indeed, a classified ad recruiting paid workers for “Voters Outreach” in Nevada carried the disclaimer, “Paid for by the RNC.”

The Washoe County (Reno) Nevada voter registrar (who was identified as a Republican by Channel 8 News) has asked the FBI to investigate complaints of out of state groups submitting fraudulent voter registration forms and refusing to register anyone but Republicans.

And it is reported that this group has now moved its operations to Oregon, where the Secretary of State and Attorney General are already investigating allegations that a paid Republican canvasser was ordered to destroy forms turned in by Democrats.

In Oregon, “Voters Outreach”, also known as “America Votes,” has been linked to Sproul & Associates, a firm that has been paid some half a million dollars by the RNC.

Ed, there are only 20 days left to the election. Early vote starts in Nevada and Oregon over this weekend. We are deeply concerned these reports of Republican National Committee funded felonious activities in these states could serve to discourage all voters from voting because of concerns of problems with their ballot. Regardless of party or candidate, it is the civic and moral duty of both parties to encourage complete and full participation in the democratic process.

In the name of democracy, it is essential that you and the Republican National Committee proactively come forward to address this issue, especially since President Bush will be traveling to both of these states immediately following the debate. You can either let this burgeoning Republican scandal fester, or you can come clean with the American people by:

Giving the Election Officials in Nevada and Oregon, the press and the public answers to these questions immediately:

Why is the Republican National Committee funding an organization that is ripping up voter registration forms of Democrats?

Who’s behind “Voters Outreach for America” and what is their link to Sproul & Associates?

How much has the RNC paid for “Voters Outreach” and similar groups to engage in voter registration?

Exactly what were these groups instructed to do about voters they registered who freely chose to register as Democrats?

Disclosing to Election officials, attorneys in Nevada and Oregon and press immediately, all documents, correspondence and invoices between the RNC and “Voters Outreach,” Sproul and all other groups employed by the RNC to register voters;

Refusing to pay Sproul and any other groups engaged in GOP “registration activities” until all questions can be answered and information disclosed.

Voluntarily agreeing to make knowledgeable RNC officials available for depositions in the litigation being brought by the Democratic Party of Nevada seeking a remedy for the victims of Republican voter registration fraud in that state and any other state or party seeking relief based on RNC funded efforts.

Ed, please let me know right away whether you will agree to these steps which are essential to address the deep fears and concerns voters now have about Republican voter fraud.

Florence man arrested, charged with voter fraud

A Florence man was arrested Wednesday amid allegations he used people’s names and personal information, including that of the mayor of Florence, on more than 1,000 voter registration forms and turned them in to the Florence County Voter Registration Office.

Terence Hines, 44, of 603 National Cemetery Road was taken into custody about 5 p.m. on charges of forgery and multiple counts of fraudulent registration or voting, 12th Circuit Solicitor Ed Clements III said.

Hines’ arrest was the culmination of a State Law Enforcement Division investigation that began soon after Hines turned in two large boxes containing more than 1,500 completed voter registration forms to the Florence County Voter Registration Office last Thursday.

“There were a lot of forms there and from the beginning, something just didn’t seem right about them,” Clements said. “Florence County election officials began checking some of the names and quickly found out that a lot of the people were already registered and the information on the forms didn’t match what was on the records, and several other people whose names were on these forms were deceased. The Washington Post reports: Officials at a federal program that runs hospitals and clinics serving Native Americans this summer prohibited employees from using those facilities to sign up new voters, saying that even nonpartisan voter registration was prohibited on federal property.

Staff members at several Indian Health Service hospitals and clinics in New Mexico, a presidential battleground state where about one-tenth of the population is Native American, were trying to register employees, patients and family members who use the facilities.

In a July e-mail, Ronald C. Wood, executive officer of the program's regional Navajo office, told his hospital and clinic directors that "we are in a very sensitive political season" and outlined a policy that he said came from Indian Health Service headquarters.

"There have been recent questions about whether we can do nonpartisan voter registration drives in our IHS facilities during non-duty hours," Wood wrote. "The guidance from HQs staff is that we should not allow voter registration in our facilities or on federal property."

Indian Health Service withdraws anti-voter registration order


The Native American Times reports: The federal government has rescinded an order that prohibited voting drives at Indian Heath Service clinics.

The issue first came to light when the Washington Post published a memo that revealed IHS officials refused to allow even non-partisan get-out-the-vote efforts at their hospitals and clinics. The apparent reasoning was that since so many Native Americans vote Democrat, the drives would have amounted to partisan politicking. A law on the books prevents federal workers from using government resources for partisan work. Critics argued that the law was unfairly applied because the Department of Defense is allowed to conduct voting drives on military installations.

New Mexico Democrat Senator Jeff Bingaman, citing the military base rule, publicly called on Heath and Human Services Secretary Tommy Thompson to repeal the IHS voting ban. Thompson agreed.

PORTLAND, Ore. (AP) — Secretary of State Bill Bradbury and Attorney General Hardy Myers plan to investigate allegations that a paid canvasser might have destroyed voter registration forms


There have been allegations made that someone threw out some voter registration forms that had been submitted to them," Bradbury told The Associated Press late Tuesday. "This is a violation of the law and I will meet with the attorney general in the morning to talk about what we can do to pursue this, and to make sure it doesn't happen again."

Bradbury learned of the conduct from KGW-TV, which interviewed Mike Johnson, 20, a canvasser who said he was instructed to only accept Republican registration forms. He told the TV reporter that he "might" destroy forms turned in by Democrats.

"I have never in my five years as secretary of state ever seen an allegation like the one that came up tonight — ever," Bradbury said. "I mean, frankly, it just totally offends me that someone would take someone else's registration and throw it out."

Bradbury said the law requires that groups registering voters submit forms no later than five days after they were filled out. He added that canvassers can't turn away a voter because of his or her party affiliation

Searching for information on the voter registration fraud stories breaking tonight in Nevada and Oregon, I kept coming across the same name: Nathan Sproul of Sproul & Associates in Phoenix, Arizona.
Nathan Sproul is the former head of the Arizona Republican Party and of the Arizona Christian Coalition (ah, the irony... a Christian).

Sproul is connected with the Republican National Committee-funded voter registration organization, Voter Outreach, Inc., a group that used paid registrars to register voters in a number of states including Nevada, Oregon, Arizona and perhaps more, including Pennsylvania, Virginia, Maine and Missouri. (Others states pending, particularly swing states.) Sproul's organization also recruited registrars by fraudulently telling recruits that they would be working for America Votes, a legitimate nonpartisan GOTV operation!

But Nathan Sproul may have made one fatal mistake in his efforts... He got greedy. Yes, he failed to pay many workers and he didn't pay his rent. He pissed some people off. And he raised suspicions. There is a good chance that this may be fraud on a MASSIVE scale...

How about this newsgroup posting to a forum for librarians warning them of a possible fraud perpetrated by Sproul. It includes a description of the scam in Pennsylvania, an article from a West Virginia newspaper reporting the same scam, and a comment from a librarian in Medford, Oregon outlining the same scam in her library... all fraudulently misrepresenting the organization doing the hiring as America Votes:

ask people how they were going to vote. If the person said "Bush"
they were given a voter registration form. If they said "Kerry" they
were just told thank you and no form was given. When we found out we
asked them to leave immediately. One explanation from Sproul and
Associates was that they were doing "market surveys" at some sites.
Later they claimed that it was just a problem with a few temp workers.
Sproul and Associates is headed by Nathan Sproul the former head of
the GOP and Christian Coalition in Arizona.

They also always said they represented America Votes. When I finally
asked them to give me the contact information for America Votes they
told me that "America Votes is a non-partisan voter registration drive
project of Sproul & Associates. Everything originates from this
office. There is a partisan organization with that same name."
Clearly they know that when they say they represent America Votes they
are misleading people.

For a mother of two teens trying to finish up college, $9 an hour as a
temporary customer service representative sounded good.

"I wanted to find something that would work around my schedule and be
flexible," said St. Albans resident Lisa Bragg.

After spending more than an hour with Charleston personnel agency
Kelly Services last week, Bragg was hired. "They wouldn't tell us at
first what this job was," the 37-year-old Bragg said Thursday.

Then she found out it was registering Republican voters at One Stop
convenience stores throughout the Charleston region.

But she won't be there today, the first day she was scheduled to be on
the job.

"I'm giving up a job that I need," she said. "It's the only decent job
I've found."

While the job was to last six weeks, the $9 an hour was far above the
minimum wage of $5.15 Bragg was offered for most other temporary
employment.

Bragg feels her employers were misleading the public, even if it's not
illegal. Employees were to approach One Stop customers and ask if they
favor George Bush or John Kerry for president. If Bush was their
answer, they were then to inquire if the person was registered to vote
and offer them a voter registration card.

If the person supported Democrat Kerry, they were only to say thank
you and give them a registration card only if asked.

If asked questions, employees were instructed, "Only state you are
there to conduct a simple field poll to see what neighborhood support
is ... a nonpartisan registration drive."

They were told to quietly listen to any person who becomes angry and
to remember, "The goal is to register Republicans and to remain
positive."

"Is this the way it has to be? People have to be sneaky to make $9 an
hour?" Bragg said.

Employees were also given the number of a Kelly Services employee to
contact if there are problems. Contacted Wednesday, two different
employees said they would have someone from Sproul & Associates, the
firm paying for the survey, answer any questions.

Later, a Kelly Services employee who would identify himself only as
"Rob" initially said a message had been left with Ben Decker at
Sproul's office. He said he had no contact number for Decker, then
agreed to release a Michigan number.

A message left with Decker was not returned.

" said the less you know about the company, the better
off you are, especially if the media would come asking questions,"
said Bragg, an admitted Democrat. "That made me more curious than ever
as to who's behind this and what's going on."

Sproul & Associates appears to be operated by Nathan Sproul, former
head of the Arizona Republican Party and a wealthy GOP activist who
has been involved in petition drives. An Internet search shows Sproul
has received some financing from national Republican groups, though it
was not clear who is paying for the West Virginia work.

Bragg, and another person working for the group, said they were told
the owners of the One Stop stores had agreed to allow them to conduct
the work on the stores' lots. Patrick C. Graney III and Michael R.
Graney are listed as the principal owners of 42 One Stop stores,
according to the state Alcohol Beverage Control Administration.
Messages left at One Stop's headquarters in Belle were not returned.

For Bragg it's an economic loss, but one she carries with pride. She
asked about registering voters with another organization - a group
that treats those of all political persuasions the same - and found it
pays only $5.50 an hour.

"I just don't want to be in my hometown and mislead people," she said.

Based in Arizona that works for very conservative causes and has worked to oppose campaign finance reform. Their use of our name to cover their political leanings makes me question the overall intregrity of the voter registation that they seek to conduct. I will be forwarding this information to the Secretary of State's office for further investigation."

So here we have Sproul involved in three (swing) states, using a bogus GOTV name to disguise his organization's own name, and using fictitious names (Harry Miller) as "contacts" for those with questions.

But that's just the tip of the iceberg with Mr. Sproul and the RNC. Keep in mind that in the recruitment ads for Voter Outreach, Inc, run on careerbuilder.com in targeted states (including Missouri and Arizona), the bottom of the ads included this statement:

Paid for by the Republican National Committee. www.gop.com. Not authorized by any candidate or candidate's committee.

Folks, this was an organized effort in swing states by the Republican Party using Nathan Sproul as their hatchet man.

Sproul & Associates, Inc. of Phoenix, Ariz., phoned and mailed the library in September, saying it had been hired by America Votes. That came as news to America Votes. 'This organization (Sproul) absolutely has nothing to do with America Votes,' said Kevin Looper, the state organizing director for America Votes. America Votes is a non-partisan political organization formed in July 2003 to increase voter registration, education and participation in electoral politics. Libraries in Oregon and other states have been contacted by Sproul." A little digging by librarian Megan O'Flaherty revealed that Sproul & Associates, Inc. is a political consulting firm headed up by former Arizona state Republican Party executive director Nathan Sproul.

But they didn't put all the pieces together. Sproul is operating this bogus scam in numerous states.
In Arizona, Sproul set up an organization to battle a proposed Clean Elections initiative that was to be placed on the ballot. Clean Elections would clean up campaign financing in Arizona by delivering public funds to candidates. Sproul wanted no part of that, as this article from azcentral.com makes clear. (Note: It's a cached file so I can't post a direct link.)

The story includes some interesting history on Sproul:


It can be a complicated program. But simplicity is the key for the anti-Clean Elections committee. Even its name, No Taxpayer Money for Politicians, looks to make the question easy for voters in the November election. It doesn't encourage them to query whether the previous system, with lawmakers beholden to monied special interests, would serve them better. And it doesn't get them to ask why the former head of the Arizona Republican Party and the state's Christian Coalition would be pushing the move.
Sproul, who was born and raised in Tempe, has floated between religious and secular politics. He interned in the office of then-Rep. Jon Kyl during his successful 1994 run for the U.S. Senate, a campaign buoyed by Kyl's perfect voting score from the Christian Coalition. Sproul then worked for the Arizona Christian Coalition, eventually becoming head of that organization. He became executive director of the state Republican party in 1999, stepping down in January 2002.

The Christian Coalition was under intense scrutiny for its political activities during the 1990s. As a non-profit organization, it was prohibited from working to elect candidates. But the Federal Election Commission and the Internal Revenue Service determined it was too political.

In particular, the FEC cited the campaign of J.D. Hayworth in 1994, the sportscaster's first run at Congress. The FEC determined that it was improper for Thomas Grabinski, who was head of the Arizona Christian Coalition, to also work for Hayworth's campaign. Especially because the Coalition was preparing voters guides to hand out at churches - guides that were fairly blatant endorsements of Republicans like Hayworth and Kyl.

Usually, any appearance of the Coalition and a campaign working together would be deemed a violation of election law. But a federal judge said it was impossible to prove that Grabinski's work with the Christian Coalition influenced his work on the Hayworth campaign.

Sproul was also accused of questionable tactics. His name comes up in a U.S. Senate committee report on the organization's activities. The report cites an Arizona caucus meeting during the 1995 national Christian Coalition meeting in which Sproul told members to become active in politics, especially as local precinct committeemen, but to not let on that the Coalition told them to do so. An account of that meeting first appeared in The Arizona Republic.

38. Apparently there are 30,000 new registrations in Missouri that
"will be reviewed 3 times" before they are accepted. That means that the Republicans plan to be present to challenge the registrations to keep the count down. Why 3 times? I can't provide a link because I heard this on a clear channel radio station news report here in St. Louis. Someone linked that article from Atlantic Monthly about Rove. This stuff is classic Rove. Suppress the vote, challenge the vote with minutia etc... I said the the ACT representative today it is fine to get out the vote but we better make sure that there are enough ballots for each polling place. Something tells me that they will try and short the ballots to cause further vote suppression. I hope that anyone who is involved in the GOTV effort will be checking with the polling places to assure there are enough ballots. This kind of attention to detail is what Rove is famous for. He isn't a genius he is just does not have any moral fiber or a conscience of any sort.

It really doesn't matter. They will have gotten away with it by then and who's going to investigate or send them to jail?

Nevada voters can’t reregister, judge rules

Clark County District Court Judge Valerie Adair told the Associated Press she wants people whose voter registration applications might have been torn up to be allowed to vote, but apparently not enough to actually allow them to vote.

Adair is an elected Republican judge.
