WASHINGTON (Reuters) - Lawmakers are considering setting up a special reserve fund to pay for U.S. military operations in Iraq (news - web sites), which would avert the need for President Bush (news - web sites) to formally request extra Iraq funds before his November re-election fight.

Gee, didn't President Apostate* say that Iraqi oil was going to pay for this war?
