The Solicitor General represents the US govt before the Supreme Court in most cases. He is only required to file briefs and to make an appearance in those cases.
In addition, the Solicitor General will file amicus or friend of the court briefs in other cases where the US govt. is not a party. For example, Olsen intervened and filed an amicus brief in the University of Michigan affirmative action case. The solicitor general has total discretion as to which cases amicus briefs are filed.
