Aren't Bush and Cheney supposed to be kept separate?

Aren't Bush and Cheney supposed to be kept separate?
It occurred to me earlier: Aren't Bush and Cheney supposed to keep separate as much as possible, to lessen the chances that a single attack might take out the top 2 US leaders?

In these troubled times, isn't having Bush testify with Cheney an endangerment of national security?

2. It's not as much a danger to national security
as having them hold the offices of Pres and VP. Besides, * has to have the VP there - the VP is the only one who can answer the questions.

3. Hey, yeah! I never thought of that.
They could have one of them be on a TV, broadcasting from a remote location, but then Cheney couldn't get his hand up Bush's back, or pull on Bush's leash when he jumped off of his chair and started eating crumbs on the floor.

except I was thinking how can they be very far apart with Rove's hand up both their butts? His arms can't be very long.
