Republican Party
Listening to GWB today, got me to thinking back less than two years ago when the Republican party had total control of the federal government. I think its safe to say that they could have mandated off shore drilling and ANWR. Why didnt they? Lets take a look at some of the mandates they did make.Massive tax cuts for oil and energy companies in the form of an energy bill in 2005. A lame Medicare D bill that prohibits its own beaurocracy from negotiating the lowest price possible. Could it be possible the Big Pharma and the insurance companies had something to do with the wording of this bill? If the American people didnt get the message by now who the Republican party is working for. God help us all!

..were against ANWR drilling (including McCain?) that they couldn't get it through. Surely they won't succeed now in starting new drilling off the coast.

3. It had to do with the price of oil vs. the cost to get it.
Back then, it wasn't worth it (without massive subsidies, which the Republicans considered then rejected). Now the price of oil is high enough for it to be profitable.
