Is it possible that the anthrax attacks were launched from within our own government? A former Bush 1 advisor thinks it is.

Francis A. Boyle, an international law expert who worked under the first Bush Administration as a bioweapons advisor in the 1980s, has said that he is convinced the October 2001 anthrax attacks that killed five people were perpetrated and covered up by criminal elements of the U.S. government. The motive: to foment a police state by killing off and intimidating opposition to post-9/11 legislation such as the USA PATRIOT Act and the later Military Commissions Act.

"After the September 11, 2001, terrorist attacks, the Bush Administration tried to ram the USA PATRIOT Act through Congress," Boyle said in a radio interview with Austin-based talk-show host Alex Jones. "That would have set up a police state.

"Senators Tom Daschle (D-South Dakota) and Patrick Leahy (D-Vermont)
were holding it up because they realized what this would lead to. The
first draft of the PATRIOT Act would have suspended the writ of habeas
corpus guarantees due process of law]. Then all of a sudden, out of nowhere,
come these anthrax attacks."

"At the time I myself did not know precisely what was going on, either
with respect to September 11 or the anthrax attacks, but then the New
York Times revealed the technology behind the letter to Senator
Daschle. a trillion spores per gram, with] special electro-static treatment. This is superweapons-grade
anthrax that even the United States government, in its openly
proclaimed programs, had never developed before. So it was obvious to
me that this was from a U.S. government lab. There is nowhere else you
could have gotten that."

Boyle's assessment was based on his years of expertise regarding
America's bioweapons programs. He was responsible for drafting the
Biological Weapons Anti-Terrorism Act of 1989 that was passed
unanimously by both houses of Congress and signed into law by President
George H.W. Bush. ......(more)

1. I've always suspected that.. It was obvious that it was a threat
because it was only aimed at Dems! For God sake, even Limpballs said it was an attack on Dems only!

I wonder what ever happened to that poor guy they were trying to blame it on? Last I heard he was dismissed from his job and still screaming that he had nothing to do with the attack! I haven't heard anything about him in a very long time.

I also think we will NEVER find out who REALLY did it!

13. Yes, and they were not the power seat
the Pukes were the power center, yet they were ignored, so would you attack the opposition party of the president in power if you
wanted to attack this country. Doesn't make sense, never did. And the same thing about the twin towers, there were much more
spectacular targets, this was done for a visual effect, a Hollywood moment, yet most people in the M.E. are not exposed to
western flicks, they just are not. They see Hollywood as infidels and sinful.

IMO, the anthrax letters were not a terrorist attack. They were assassination attempts.

CHENEY:Now, the critics have not suggested a policy. They haven't put anything in place. All they want to do, all they've recommended is to redeploy or to withdraw our forces. The fact is we can complete the task in Iraq. And we're going to do it. We've got Petraeus, General Petraeus taking over. It is a good strategy. It will work. But we have to have the stomach to finish the task.

"The Nazis did the exact same thing," said Boyle. "They had their
lawyers infiltrating law schools. Carl Schmidt was the worst, and he
was the mentor to Leo Strauss, the founder of the
neoconservatives. So the same phenomenon that started in Nazi Germany
is happening here, and I exaggerate not. We could all be tortured; we
could all be treated this way."

3. Anthrax attack on US Congress made by scientists and covered up by FBI, expert says

Sherwood Ross
Middle East Times
December 11, 2006

WASHINGTON -- The terrorists who perpetrated the 2001 anthrax attack on Congress likely were US government scientists at the army's Ft. Detrick, MD., bioterrorism lab having access to "moonsuits" that enabled them to safely process and manufacture super-weapons-grade anthrax, an eminent authority on the subject says.

....

Boyle, who drafted the US Biological Weapons Convention of 1989 enacted by Congress, said destruction of the Ames anthrax "appears to be a cover-up orchestrated by the FBI."

.....

Boyle, a leading American authority on international law, said after the attacks he contacted senior FBI official Marion "Spike" Bowman, who handles counter-terrorism issues, and provided him with the names of the scientists working with anthrax. Boyle told Bowman the Ft. Detrick scientists were not to be trusted.

In addition to then destroying the anthrax, the FBI "retained every independent life-scientist it could locate as part of its fictitious investigation, and then swore them all to secrecy so that they cannot publicly comment on the investigation or give their expert opinion," Boyle said.

Boyle pointed out that Bowman is the same FBI agent "who played a pivotal role in suppressing evidence which in turn prevented the issuance of a search warrant for the computer of Zacarias Moussaoui, the alleged 20th Al Qaeda hijacker on 11 September 2001, which might otherwise have led to foreknowledge and therefore prevention of those terrorist attacks in the first place."

.....

Because of its "bogus investigation," Boyle said, "the greatest political crime in the history of the United States of America since its founding on 4 July, 1776 - the anthrax attacks on Congress, which served not only to deliver a terrorist threat on its members, but actually to close it down for a period - may remain officially unresolved forever."

"Could it truly be coincidental," he continued, "that two of the primary intended victims of the terrorist anthrax attacks - Senators Daschle and Leahy - were holding up the speedy passage of the pre-planned USA Patriot Act ... an act which provided the federal government with unprecedented powers in relation to US citizens and institutions?"

Leahy is incoming Chair of the Senate Judiciary Committee and may have a personal interest in holding hearings to learn who tried to kill him. He recently said President George W. Bush should be "terrified" that he will be the new Chair.

Grassley Questions Rationale Behind FBI Award

WASHINGTON — Sen. Chuck Grassley today wrote to FBI Director Mueller to question why he gave an award to Marion "Spike" Bowman in light of the FBI's problems with FISA warrants, especially in the case of Zacarias Moussaoui.

The Judiciary Committee has been investigating the FISA problems at the FBI, including holding closed hearings where Mr. Bowman and other officials were questioned about the Moussaoui case. During testimony before the Senate Judiciary Committee and in a letter to Director Mueller, Agent Coleen Rowley highlighted the resistance at headquarters, that agents in Minnesota faced in their investigation of Moussaoui.

Here is Grassley's letter to Director Mueller.

January 9, 2002

The Honorable Robert Mueller
Director
Federal Bureau of Investigation
935 Pennsylvania Avenue, NW
Washington, D.C. 20535

Dear Director Mueller:

I am writing to express my concern and inquire about an award you recently gave to Marion "Spike" Bowman for "meritorious service."

Mr. Bowman, as deputy general counsel who is in charge of the FBI's National Security Law Unit, has a great deal of authority at the FBI over the use and processing of warrants sought under the Foreign Intelligence Surveillance Act (FISA), one of the FBI's most important tools against terrorists.

As you know, the FBI has experienced serious problems with the FISA process over the last several years. These problems are well documented by the May 2000 Bellows report, a July 2001 GAO report, the May 2002 Foreign Intelligence Surveillance Court's ruling and the Joint inquiry of the Intelligence Committees.

The case of Zaracarias Moussaoui, who has been charged in connection with the terrorist attacks of Sepetmber 11, 2001, is a prime example of the FBI's problems with FISA warrants. The 26-page Electronic Communication from the Minneapolis Division contained information that a reasonable person would have concluded is sufficient to obtain a FISA warrant. The application should have gone forward to the Justice Department and the FISA court.

Instead, Supervisory Special Agent Michael Maltbie concluded there was not enough information to go forward with the application. Incredibly, SSA Maltbie removed certain information before making a presentation of questionable accuracy and length to the National Security Law Unit. Mr. Bowman has said he concurred with SSA Maltbie that there was insufficient evidence to move forward with the FISA warrant application. Even after Mr. Bowman was made aware of the information that had been removed from the application, he maintained that even with that information the application still should not have gone forward.

If the application for the FISA warrant had gone forward as it should have, and had a warrant been granted as I believe it would have, agents would have found information in Moussaoui's belongings that linked him both to a major financier of the hijacking plot working out of Germany, and to a Malaysian Al Qaeda boss who had met with at least two other hijackers while under surveillance by intelligence officials.

In light of the consequences of the decision not to even attempt to seek the FISA warrant, and Mr. Bowman's concurrence with that, it is shocking then that you gave Mr. Bowman the award known as the "Presidential Rank of Meritorious Service."

By granting this award and a monetary bonus, you are sending the wrong signal to those agents who fought – sometimes against senior FBI bureaucrats at headquarters – to prevent the attacks. This also fits with a disturbing pattern of rewarding wrongdoing or mistakes by top officials at the FBI that I hoped would end during your tenure. Also, you have said that the FBI must admit its mistakes, but it seems that is not happening in this case.

To my knowledge, agents who were investigating leads on the hijacking plot prior to September 11, 2001, have neither been thanked nor awarded by you or other headquarters officials in any official way. Agents in Minnesota who investigated Moussaoui and the agent in New York who tried to investigate Khalid Al-Mihdhar should be held up as models of FBI agents seeking to prevent terrorism. Instead, you have given an award and extra money to a bureaucrat at headquarters who is seen by many as having stymied the work of field agents.

I ask that you personally review the Judiciary Committee transcript of the closed hearing held on July 9, 2002 about the FBI's FISA problems. This transcript contains troubling comments and answers from Mr. Bowman and others in the National Security Law Unit. Any reasonable person who reads the transcript will seriously question the competence of the National Security Law Unit.

To better understand why you gave the award to Mr. Bowman, please answer the following questions.

1) How and why was Mr. Bowman selected for this award? – Was this award given by your sole discretion as director, or were others involved in nominating or selecting Mr. Bowman? If others were involved, please identify them and include their reasons for thinking Mr. Bowman should be rewarded in the response. – Please provide any and all documents relating to the decision to grant Mr. Bowman this award. – My staff has been informed by an FBI official in the Office of Congressional and Public Affairs that the award is for work performed over the last three years. If this is so, please include documentation of achievements in this period for which Mr. Bowman was given the award and extra money.

2) I ask that you provide the full internal announcement, or the citation, for the award to Mr. Bowman and other recipients.

3) Please state how much money accompanies Mr. Bowman's award.
I would appreciate a full response in writing by Monday, January 27.

Sincerely,

Charles E. Grassley

On March 13, 1962, the Northwoods document was brought to Kennedy's attention. The Joint Chiefs of Staff and Allen Dulles had drawn up a plan to launch a series of terrorist attacks within the United States, combined with a media blitz blaming Cuba for the attacks. They believed this would frighten the American public into overwhelmingly supporting a second invasion of Cuba. The Northwoods plan called for Pentagon and CIA paramilitary forces to sink ships, hijack airliners and bomb buildings. When Kennedy heard of their plan, he was furious. The corrupt military industrial power structure within the American government knew no bounds, not even the lives of their own countrymen mattered in their quest for power and profit. Kennedy removed CIA director Allen Dulles, deputy director Richard Bissell and General Lyman Lemnitzer, head of the Joint Chiefs of Staff, for their parts in the plan. Within weeks Prescott Bush who had close dealings with these individuals, chose to retire prematurely from politics for supposed health reasons.

8. Reminds me of Inspector Finch's line from V for Vendetta:
But I see this chain of events, these coincidences, and I have to ask: What if that isn't what happened? What if someone else unleashed that virus? What if someone else killed all those people? Would you really wanna know who it was? Even if it was someone working for this government? That's my question. If our own government was responible for the deaths of almost one hundred thousand people, would you really wanna know?

7.  Meet Jerome Hauer, 9/11 Suspect Awaiting Indictment
Meet Jerome Hauer, 9/11 Suspect Awaiting Indictment

http://winterpatriot.blogspot.com /

Ladies and Gentlemen, meet Jerome Hauer, director of the Office of Public Health Preparedness.

On September 11, 2001, Jerome Hauer was a national security advisor with the National Institute of Health, a managing director with Kroll Associates, and a guest on national television. His background in counter-terror and his specialized knowledge of biological warfare served him well on that day. Perhaps a little too well.
Anthrax Attacks
On September 11, 2001, Jerome Hauer advised the White House to begin taking Cipro, an antibiotic which is effective against anthrax.

Mr. Hauer's advice was not made public. Its value may have been underestimated at the time, but it was clearly demonstrated a week later, when the first anthrax letters appeared, and again three weeks after that, when anthrax appeared in letters to Democratic Senators Daschle and Leahy.

The obvious question is: Did Jerome Hauer know about the anthrax attacks in advance?
Prior Knowledge?
Strangely, perhaps, this is not the first time questions of prior knowledge have surfaced in Jerome Hauer's wake.

Jerome Hauer joined New York City's Office of Emergency Management (OEM) in 1998 and quickly obtained funding from the office of then-mayor Rudy Giuliani for the study of West Nile virus. The following year the virus appeared in the city, and Jerome Hauer led the fumigation effort.

Did Jerome Hauer know this was going to happen? Or did he just get "lucky"?

And how could anyone know such a thing was going to happen? Unless ... unless ...
The Sound Of Two Feet Dragging
Strangely, perhaps, Jerome Hauer managed the NIH response to the anthrax attacks. The anthrax used in the attacks was identified as an Ames strain, which means it had to have come from the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Maryland.

Jerome Hauer received relatively good information for tracking down the origin of the anthrax. He even got a list of people from various institutes, including USAMRIID at Fort Detrick. But his response was slow and hidden behind a public relations campaign spreading Orwellian claims like "Suspects are Osama bin Laden and his Al-Q'aeda network and sympathizers to US right wing extremists".

Why would he act so slowly, and in such an inappropriate fashion? Perhaps because Jerome Hauer knew someone whose name was on that list?

Stephen Hatfill, at one time considered a prime suspect in this still-unsolved case, had worked for USAMRIID at Fort Detrick. Strangely, perhaps, he had also worked with Jerome Hauer, for Scientific Applications International Corporation, at the Center for Counterterrorism Technology and Analysis.

48. It gets really interesting when you examine who was promoting Cipro use
immediately after 9/11 but well before any hint that there was an anthrax (specifically anthrax-that's what Cipro is for) or any other biological threat.

The mainmen on this were HHS Sect. Tommy Thompson and the fellow he had just hired from SAIC (on 9-10-2001!) JEROME HAUER.

Last I heard, Mr. Hauer was in charge of public bio-defense efforts.

At a minimum 9/11 was LIHOP. Why no arrests in the ANTHRAX attacks against media and Democrats that also killed and harmed a lot of innocent US Postal Service employees?????

Tommy Thompson stood around boasting of his negotiating skills with the former I.G. Farben company, BAYER, for 300 million doses of Cipro while US Postal Service employees were working in anthrax HOT ZONE's.

I'm just getting started about this as I live in Wisconsin and suffered under Tommy Thompson for many years. One of his real pals is Charles Murray, the American eugenicist that co-authored "The Bell Curve" and was hired by Tommy Thompson to help draft the Wisconsin Works/W2 welfare reform bill that has since been adopted as the Federal model for welfare reform.

These bastards cannot keep getting away with murder, they have names.
Keep naming them brother!

Anthrax investigation still active. Why no mention of White House Cipro?

Strange that the White House volk were prescribed the antibiotic Cipro on 9-11, before the Anthrax attacks. Not that there's anything wrong with preventive medicine. Treason's another matter.

Anthrax investigation still ‘active’

FBI has not solved 2001 postal attacks.

Published Saturday, March 19, 2005

WASHINGTON (AP) - The anthrax false alarm this week served as a reminder that federal authorities still haven’t caught whoever was responsible for the all-too-real attacks in 2001 that left five people dead.

No arrests have been made, and no charges filed in the case the FBI has dubbed Amerithrax. Attorneys and scientists who have followed the investigation - and at times been touched by it - say they see no evidence of recent activity.

Debra Weierman, spokeswoman for the FBI’s Washington field office, disputed that. She said 30 FBI agents and 15 postal inspectors are assigned to the anthrax investigation, and more than 5,000 grand jury subpoenas have been issued.

"The investigation remains intensely active," Weierman said.

Steven Hatfill, the one person identified by former Attorney General John Ashcroft as a "person of interest" in the case, has filed suit against Ashcroft and the government, asserting they ruined his reputation. Hatfill has repeatedly said he had nothing to do with the anthrax-tainted letters that scared a jittery nation a month after the Sept. 11 attacks.

White House Mail Machine Has Anthrax

By Sandra Sobieraj
Associated Press Writer
Tuesday, Oct. 23, 2001; 8:11 p.m. EDT

WASHINGTON –– President Bush said confidently Tuesday that "I don't have anthrax" after biohazard testing at the White House and the discovery of anthrax on a mail-opening machine at a screening facility six miles away.

All White House mail – more than 40,000 letters a week – is examined at military facilities across the Potomac River.

"Let me put it this way," Bush said. "I'm confident that when I come to work tomorrow, I'll be safe."

Asked if he was tested for the germ that has killed three people already this month, or if he was taking precautionary antibiotics, Bush replied simply: "I don't have anthrax."

At least some White House personnel were given Cipro six weeks ago. White House officials won't discuss who might be receiving the anthrax-treating antibiotic now.

The office was designated as the center that would coordinate all agencies in times of crisis, and create its systems and protocols.

THE OEM DIRECTS the city’s overall emergency-response planning, as well as specialized planning for response to chemical, biological and nuclear-related incidents. Hauer also directed the design and implementation of New York City’s state-of-the-art Emergency Operations Center situated on the 23rd floor of 7 World Trade Center, a bunker that went unused in the Tuesday’s explosions because of its proximity to the disaster (WTC 7 collapsed later that day).

Terror: Who is Jerome "Jerry" Hauer?

Jerome Hauer, Human Health Institute, is the man who put John O'Neill at the WTC and tipped the White House off to Cipro.
Very interesting stuff.....

"Very few cities at this point in time are prepared to manage the consequences of bio-terrorist attack."
Jerry Hauer in an interview with Eyewitness News, October 1, 2001

http://abclocal.go.com/wabc/news/WABC_investigators_100101bioterror.html

In May 2002, Jerome Hauer became director of the federal Office of Public Health Preparedness (OPHP), succeeding Dr. D. A. Henderson from Johns Hopkins Institute.

Why is Jerome Hauer not making national news yet?

He's becoming famous on the Internet. Not only for Republicans, who appreciate his long fight against bioterrorism, which he started three to four years ago.

Hauer is also controversial among those who are able to connect the dots between his person and shady business deals in biopharmacy since 1998.

More interesting, he seems to have had prior knowledge about both so called terrorist-attacks: September 11th and Anthrax.

But many private investigators claim since months, he let the attacks happen on purpose to continue his career.

Is Hauer LIHOP suspect No.1?

He started to work for the NIH under Tommy Thompson on September 10, 2001 as an adviser on national security. On September 11th, he told the White House to take Cipro, the antibiotic that works against the anthrax virus, without bothering to reveal his warning to the American nation.
http://www.bayarea.com/mld/bayarea/living/health/302050 ...

The watchdog group JudicialWatch decided to file a lawsuit against the NIH, but also against the FBI, CDC and the White House, for the same reason: Prior Knowledge.

It is not known how long Hauer worked at the NIH before Sept. 11, but we can confirm that he was working on Sept. 10.
http://www.lauriegarrett.com/wtc_day12.html

But things get really interesting when we consider that Jerome Hauer was also the man who in August 2001 arranged a new job for John O'Neill - the resigning chief of the FBI Terror Task Force - as head of security at the World Trade Center.

How did Hauer know that the Twin Towers would be so important?

We would like to ask John O' Neill, but there is one problem: O'Neill died in the towers on September 11th, one day after he started his job officially, according to the New Yorker.

Disturbingly, O'Neill has never been received the same hero status in the mass media as has been accorded to the fallen New York firefighters and police officers. His death has gone without the same fanfare. For 11 months his story went untold, with two big exceptions.

The two French intelligence specialists Brisard and Dasquie (see: http://intelligenceonline.fr ) published an interview with O'Neill taken before his death in their book, "Bin Laden: The Forbidden Truth." And articles on O'Neill were also published in the New Yorker and New York Magazine. Last week, TIME magazine also tried to remember him, but left out the most important angles.

This should change immediately.

There is obviously a lot which has been hidden from us, but for what reason?

This might have something to do with the FBI HQ (O'Neill complained about them), but also with Jerome Hauer - who is a friend of the current prime anthrax suspect, Stephen Hatfill, who was working for the military anthrax program USAMRIID at Fort Detrick and Battelle, a huge pharmacy company with many ties to the CIA.

Hauer and Hatfill worked together at the SAIC's Center for Counterterrorism Technology and Analysis in 1999. The SAIC (Scientific Applications International Corp) later received also a huge BioDefense budget in autumn 2001.

http://www.saic.com/news/nov99/news11-30a-99.html - (Hauer)
http://www.nandotimes.com/nation/story/455218p-3643441c ... - (Hatfill)

But first, more about Hauer:

In 1983, Hauer joined IBM where he was responsible for the company's Hazardous Materials Response and Crisis Management and Fire Safety programs. Hauer produced a series of hazardous materials training videos that earned him the International Film andTV Critics of New York Bronze award in 1986.

In the early 1990s, Hauer got his first contacts to military and biodefense.

Hauer received a master's degree in emergency medical services from the Johns Hopkins School of Hygiene and Public Health. Then he became member of the Johns Hopkins Working Group on Civilian Bio Defense, where he wrote various articles about a possible bioterrorist attack.
http://iml.dartmouth.edu/ists/hauer.html

In 1998, he started working at the OEM (Office for Emergency Management) in New York.

In the same year, Hauer and anthrax suspect Hatfill both supported the CFR as experts in their respective fields. The CFR is an acronym for Council on Foreign Relations, one of the most important think-tanks advising the US government, as well as many other governments abroad.

CFR members include the Pentagon's top advisers, Richard Perle, Henry Kissinger, Deputy Defense Secretary Paul Wolfowitz, ex-CIA chief James Woolsey, biosciences specialist Joshua Lederberg, and many others.

On May 28, 1998, Hatfill and Hauer spoke together at the same CFR meeting about "Building a 'Biobomb': Terrorist Challenge"
http://www.cfr.org/public/resource.cgi?meet!102

Hatfill was at that time also Senior Research Associate at the U.S. Army Medical Research Institute for Infectious Diseases (=USAMRIID)

Hauer seems to specialize in the art of holding down several different jobs at the same time. While he started to work for the NIH in September 2001, he remained a Managing Director at Kroll Associates - the official security and bodyguard company for all American presidents since World War II!

With Hauer's many sources of insider information (e.g. Kroll/President bodyguards) , it makes sense that he also knew about the CIA briefing for George Bush on August 6, 2001, about warnings of an imminent terrorist "attack with planes."

Hauer is still trying to save the world.

On November 6th, 2001 he participated in the "Independent Task Force on America's Response to Terrorism" at the CFR. Participants there included James J. Zogby (President of the Arab American Institute and Central Asian Enterprise Fund), Newton L. Gingrich (Chief Executive Officer, The Gingrich Group), Harold Brown (former secretary of defense and counselor at CSIS: the Center for Strategic and International Studies), Henry A. Kissinger (Senior Fellow in National Security and European Affairs), Richard C. Holbrooke (Counselor, CFR and Vice Chairman of Perseus, LLC) and Philip A. Odeen (Executive Vice President, Washington Operations of TRW, Inc. and CEO of Reynolds + Reynolds, Dayton).

Their agenda, eight weeks after the attack of Sept. 11, was strange indeed:

Didn't the cute Hauer also identify O'Neill's body?

10. You can add this to your Hauer files
The article is long and complex, so trying to excerpt just four paragraphs gets a bit choppy. But the upshot is that after leaving the government, Hauer became first a lobbyist for an anthrax vaccine company -- Emergent Biosolutions -- and then a member of its board of directors. At exactly the same time, a rival company working on an alternative anthrax vaccine was mysteriously pushed out of the picture and Emergent received a go-ahead from the government to continue producing its own vaccine, despite a long history of serious side effects.

http://rawstory.com/news/2007/Wellconnected_drug_company_obtained_anthrax_vaccine_0529.html

BioThrax is the only FDA-licensed vaccine for anthrax in the United States. The Pentagon has used it for the military’s mandatory anthrax vaccination program for the last ten years, though not without problems. Although the military continues to publicly claim the vaccine is “safe and effective,” thousands of soldiers have suffered adverse reactions, ranging from mild to severe. . . .

According to company documents filed by Emergent BioSolutions with the Security and Exchange Commission, two former officials with the Department of Health and Human Services -- Jerome Hauer, who was Acting Assistant Secretary of the Office of Public Health and Emergency Preparedness in 2002-03, and Dr. Louis Sullivan, who served as HHS Secretary under former President George H.W. Bush -- worked as paid lobbyists in an aggressive and well-connected lobbying effort to secure the Biothrax contracts. . . .

Around the same time that Hauer joined Emergent's board of directors, in mid-2005, VaxGen was required to push back its production timeline after running into difficulties with its vaccine’s development. “Drug development is unpredictable... you are going to run into twists and turns,” Ignon said of the delay. . . .

Up until VaxGen’s 2005 stumble, Ignon said, the company had enjoyed a good working relationship with HHS. But then, over the next several months, things started to deteriorate, and “it just became more and more difficult to work with Health and Human Services.” On May 5, 2006, the HHS Assistant Secretary for Public Health Emergency Preparedness -- the position that Hauer held during President Bush’s first term -- announced that his department would purchase $120 million in additional doses of Emergent’s vaccine for the national stockpile.

9. If Cheney didn't orchestrate it, he certainly had foreknowledge.
The anthrax attacks came in two waves. The first set of anthrax letters had a Trenton, New Jersey postmark dated September 18, 2001, exactly one week after the September 11, 2001 attacks. Five letters are believed to have been mailed at this time, to ABC News, CBS News, NBC News and the New York Post, all in New York City; and the National Enquirer at American Media, Inc. (AMI) in Boca Raton, Florida.<1> AMI also publishes a tabloid called Sun where Robert Stevens, the first person who died from the mailings, worked. Only the New York Post and NBC News letters were actually found; the existence of the other three letters is inferred from the pattern of infection. (Some unconventional theories of the case do not posit five letters <2>). The anthrax found in the New York Post letter is reported to have become damp before being discovered.<3> Scientists examining the anthrax from the New York Post letter said it appeared as a coarse brown granular material looking like Purina Dog Chow.

Two additional anthrax letters, bearing the same Trenton postmark, were dated October 9, three weeks after the first mailing. The letters were addressed to two Democratic Senators, Tom Daschle of South Dakota and Patrick Leahy of Vermont. More potent than the first anthrax letters, the material in the Senate letters was a highly refined dry powder consisting of approximately one gram of nearly pure spores. Some reports described the material in the Senate letters as "weaponized" or "weapons grade" anthrax. The Daschle letter was opened by an aide on October 15, and the government mail service was shut down. The unopened Leahy letter was discovered in an impounded mail bag on November 16. The Leahy letter had been misdirected to the State Department mail annex in Sterling, Virginia, due to a misread Zip code; a postal worker there, David Hose, contracted inhalation anthrax.

Twenty-two people developed anthrax infections, eleven of the life-threatening inhalation variety. Five died of inhalation anthrax. In addition to the death of Robert Stevens in Florida, two died from unknown sources, possibly cross-contamination of mail: Kathy Nguyen, a Vietnamese immigrant from New York City; and Ottilie Lundgren, a 94-year old widow of a prominent judge from Oxford, Connecticut, who was the last known victim. The two other deaths were employees of the Brentwood mail facility in Washington, D.C., Thomas Morris Jr. and Joseph Curseen.

Thousands of people took a two-month course of the antibiotic Cipro in an effort to preempt anthrax infections. The Associated Press reported that members of Vice President Dick Cheney's staff took Cipro on the night of the September 11 attacks as a precaution, a week before the first anthrax attack. <4>

http://en.wikipedia.org/wiki/2001_anthrax_attacks

There will never be a commission appointed to investigate these terror attacks, not even a faux commission with Philip Zelikow covering it up for official digestion. With MSM complicity, the cover-up is already complete. But just for my own curiousity, to exclude the most remote possibility of "coincidence", what is Cipro good for treating besides anthrax?

Smallpox?

Sarin?

Mustard gas?

Ricin?

Anything?

23. Cipro is also used to treat
some food poisoning cases, Crohn's disease, bacterial meningitis, and gonorrhea; although the last has started to develop resistance & the CDC changed its recommendations for Cipro to treat gonorrhea among gay men (more drug-resistant strains there; not homophobia or anything). It's been around for awhile, and its class of drugs (flouroquinolones) is used to treat many heavy-duty bacterial infections; including, but not limited to, anthrax - I wound up taking it to treat a UTI not long ago. I think doxycycline and Levaquin were the other two drugs mentioned in response to the anthrax scare, and I remember reading somewhere that some penicillins can be used. If you wind up infected, they would usually hit you with 2 or 3 antibiotics to cover all bases. Cipro got the big nod for Bayer's benefit.

But who knows HOW much Darth knew about the attacks...Just wanted to answer robertpaulsen's question.

36. Thanks, that's good info.
Basically, it sounds like Cipro's main benefit is that it treats bacterial infections. Might be useful for some other biological weapons besides anthrax, but not for chemical weapons. So my bullshit meter to chalk Cheney's decision up to coincidence is still pretty high. Especially after what was pointed out below that Cipro is effective for treating anthrax if you have been potentially in contact with it, not as a preventative medication. That really makes me wonder.

32. My understanding is that Cipro is not beneficial treatment to prevent
Anthrax....it is effective only in the case of Anthrax infection. I suppose if one was in the general vacinity of Anthrax, one might assume contamination risk and start a Cipro therapy....but the timing of that (a week before the actual attack) makes this extremely suspicious, IMHO. The fact that the FBI was used to cover-up the crime, rather than expose it, ought to bother all Americans.

I can't see how this administration can ever allow a Democrat to regain the WH....way too much risk of getting the truth of what happened in 2001 exposed.

They bought the Bush propaganda hook, line and sinker.

So much for their 'liberal credentials.'

Notice how they let go of the whole anthrax story right in their own back yard.

More and more, the Washington Post disgusts me.

Remember when Bernstein wrote his first book on Bush that had so much glow to it, I could have sworn it was written by Karl Rove. Then only after public opinion waned, he writes a more critical book.

Pathetic.

39. A motive.. but not THE motive.

On the 17th or 18th the five letters were mailed.

On the 17th the FDA wrote a fake letter to Merck about the "favorable" cardiovascular safety profile of Vioxx

On the 19th Kenneth Lay pretended to request a meeting with Energy Secretary Spencer Abraham who pretended to deny the request.
On this day Enron pretended to invoke a clause in its Dabhol power plant pretending India was liable for $5 billion.

Question: Why pretend?
Answer: If you really wanted India to pay for your Dabhol plant you don't go and shred your business documents and indite your executives.
The construction started immediately following the first WTC bombing in Feb 1993.
India was never expected to pay for its energy upgrade.

It is worth remembering "the anthrax is in the mail"

Also on the 19th Waksal told Imclone investors "We do not have any worries about the FDA"

On the 20th Bush invited Hamza Yusuf to the White House to ask him about his "points of view" then Bush met with Porter Goss minutes before his speech to the nation.

The same day Kenneth Lay hosted Elizabeth Dole's Senate seat fund raiser in Houston.

On the 21st an oral report was made to Kenneth Lay on Vinson & Elkins "findings" (this would be the attorney firing Gonzales, Novation,Tenet, GPO, Medicare Vinson & Elkins).
As if Lay needed an oral report on how he had been cooking the books since 1993.

Starting the next day nine people are incorrectly diagnosed
(but whomever sent the thrax knows the diagnosis)

On the 26th Lay urged his employees to buy Enron stock.
"We have stopped cooking our books for the first time since 1993 - this is a good time to buy Enron stock"

On the 1st of Oct Blanco was hospitalized

On the 2nd Stevens was admitted

On the 3rd Cheney met with India External Affairs Minister Jaswant Sing regarding Dabhol "talking points"

On the 4th Stevens was "publicly confirmed to have anthrax"

On the 5th Stevens dies

Starting the next day two more letters were mailed

Next day is day 1 Afghanistan bombings

Next day Ridge was sworn

On the next day Todd Graves was sworn in (Tenet, GPO, Novation, Lipari)

On the 15th NBC turned over its letter

Let the dog and pony show begin.

On the 15th Donald Evans hooked up Sig Rogich with Kenneth Lay and the Vinson & Elkins report is submitted to Lay.
(Again they are pretending India was ever expected to pay its energy bills.

I'll continue if ya'll are interested.. it gets better

45. anthrax

On the 15th of October Daschle's letter was opened

The next day Enron reports a "big third quarter loss" of $618 million and reduces shareholder equity the following day by $1.5 billion to account for transactions involving limited partnerships

This is also the day that Rebecca Smith and John R. Emshwiller claim as the "start of Enron's problems" in their book "24 days" published by Harper Collins

First off.. the start of your problems do not begin when you stop cooking your books

The start of your problems begins when you start cooking your books because the questions that should be answered are "Why" and "Why then?"

If the "start" of your problems is on the 16th of Oct then why would the SEC and CFTC documents destroyed in the WTC matter to shareholders?

What is noteworthy about Q3 is what happened the month before and the month after day 1 of Q3 (July 01, 2001)but that is another story

Coincidence or not.. at this point in time anthrax is now covering up Enron's stock market debasement

This loss report is the first time Enron had been honest about a quarterly balance sheet in almost 7 years

The question to ask is not: "Why did you cook your books?

The question is: "Why did you stop cooking your books?"

The next question should be: "Why did you stop cooking your books on day one of Q3?"

The possible answer offered might be: "Because Sherron Watkins blew a whistle."

Not!

She was a phony whistleblower set up by Toffler from Harvard

By the way.. day one of Q3 is about as far back as SOX (now referred to as "SARBOX" is required to investigate.

On the 17th it is reported that "Enron shareholders stand to make millions from Enron partnerships." and 31 capital workers test positive for the presence of anthrax and the House of Representatives adjourns

The following day David Iglesias (New Mexico) is sworn in

Keywords again here are: GE, Tenet, Novation, Lipari, pulse oximetry, safe harbor, medicare fraud, kickbacks, GPOs

At this point in time the CIA is briefing Cheney on Niger uranium

On the 19th the New York Post letter is found

Here begins the theater

On the 19th Ridge briefs the media on "potential anthrax threats" and Enron freezes its assets in its 401K employee retirement plan and bars employees from selling company stock trading at $32.20 per share.

Employee stock is unfrozen on November 19th with shares at $11.69

This is exhibit "a" on how power plants in India get paid for and don't assume this nation building reality goes over the head of India's Prime Minister

GE pulled this same stunt with India's first hydroelectric plant in 1902 and the crash of 1903 paid that invoice

The fun is just getting started

Anyone interested in hearing more?

48. anthrax/Enron

The same day Ridge "briefs the media" on anthrax, and Enron freezes its assets in its 401K employee (not executives) retirement plan.. Wendy Gramm's hubby Phil has an article published in the WSJ entitled "Econ 101: Poor Folks Can't Give You A Job" (Remember Wendy? She sat on Enron's board and was an architect of Enron's Commodity Futures Trading)

Poor folks have just discovered two things they can't do

1. give you a job.. and
2. Sell their assets in the Enron 401Ks

Class warfare ironies:

1. Enron's "rich" never actually had the money anyway.
2. If you can't count - how do you know you are rich?

On the 21st of Oct Morris dies

The next day Curseen dies and Ridge reports on their deaths at a WH press conference and Harvey Pitt announces he will make the SEC "a kinder (as in "Rich Kinder" as in Kinder-Morgan) and gentler place" for accountants.

If you are wondering if Arthur Anderson is around here somewhere - you are correct.

Do you think foreign nations (like India and in 2007 China/Westinghouse/Shaw Group) are learning a bit of a lesson here?

Why pay a company for building your energy plant if the company was cooking its books during the plant's construction?

Iran is telling Russia that Iran isn't going to pay for Russia's just completed Nuc plants while I am typing this sentence. As if Russia and Iran don't know how the game is played?

And guess what.. the same day Pitt makes his "kinder-gentler" announcement, Arthur Anderson learns that the SEC "is inquiring into the accounting of Enron Corp., and Enron discloses that the SEC had "opened an inquiry into its limited partnerships"

Sort of bad news for Enron 401K shareholders (outsiders shining flashlights through envelopes) but in a little bit you will see things aren't so bad for 130 Enron executives.

The following day (23 Oct.) David B. Duncan of Anderson Accounting calls a meeting to organize the destruction of "Enron related records"

Put on your gloves and masks - we are about to start shredding during an anthrax scare!

But weren't Enron's records destroyed in Bldg 7?

Now let me get this straight: Everybody from the Pope to Clinton is trying to get India to pay its Enron bills and AA is shredding records?

DUH!

On the 24th Enron replaces Fastow and John McKay (Western Washington) is sworn in as a USA under a presidential nomination and senate confirmation

I guess anthrax wasn't holding the Senate back.

Google "John McKay" and Medicare, Novation, you are getting the idea.

On the 25th Enron tapped $3 billion from bank lines to ensure liquidity and all eyes are glued as Governor Ridge gives an update on the scientific analysis of the anthrax samples.

So basically Greenspan and Bush didn't "do anything for Lay" but obviously the banks did. But the $3 billion doesn't help the locked-out employees much because nobody cheers up Enron's "poor" frozen asset holders with the good news.

This is called "not doing anything for Enron"

Ridge emphasized that the anthrax samples are from the same Ames strain.

The next day President Bush signs the "Patriots Don't Know Anything About Enron Act" and Mr. Lay calls Mr. Greenspan

The Fed doesn't disclose the details of the call but it does say "Mr. Greenspan did nothing in response"

On the 28th Lay speaks to O'Neil who adds his name to the list of people who do not intervene

Here is Isaac Newton's tip on rule # 1 of how to intentionally and successfully debase the vehicle of monetary exchange (in this case the stock certificate)

Don't intervene.

Now on the 29th we are about to find out that the anthrax spores are ten times worse than we thought they were and by now you can probably imagine what other events occur during this announcement by the Major General John S. Parker.

if ya want to hear more lemme know.

53. anthrax & Enron

On the 28th of October (the day Lay spoke to O'Neill) Moody lowers Enron's rating

The next day the bin Laden family ends its Carlyle Group "relationship" and Commerce Secretary Donald Evans is "reached" by Kenneth Lay. Enron blocks employees younger than 50 years old from selling stock in their accounts from this day to November 12th. Enron claims that it is because of a change of administrators, but at the same time, 29 top executives cash out of more than $1 billion (remember the $3 billion credit line?)

A "change of administrators" during an SEC investigation?

Two days later, Kathy Nguyen dies and Major General John S. Parker testifies before the Senate Committee on Internal Security and Federal Service concerning the anthrax found in the Daschle letter and the SEC elevates the Enron inquiry to a formal investigation which is more tough news for the locked-out 49 year-old employees, but its only paper money anyway.. except for yesterday's 29 top executives (that was real money)

Those are 29 people (none over 50 years-old?) that are pretty happy "nobody helped Enron"

November:

Peter G. Peterson joins ImClone's board, Lay puts his Aspen houses on the market, the price of a 128-MB chip is $1.50 (A Boston investment bank later says that Enron's "collapse" triggered a price spike for DRAM. Enron had begun negotiating forward contracts with buyers and sellers as part of its planned entry into the DRAM market. Sources said that Enron told them that Enron had "suggested or consummated" financial swap contracts at $4 per 128-megabyte chip.)

Also in November, El Paso trader, Todd Gieger, begins fabricating 48 natural gas trades and sends fake volume and price information by email to "Inside FERC's gas market report.

This is called wire fraud and so soon after 9-11.. how patriotic is that?

Also this month, after receiving the "formal accident package" the assurance manager at the FAA crushes the tape of the 9-11 controllers contained within the package

On November 1st Enron secures another $1 billion in new credit lines, pledging its natural gas pipeline as collateral and President Bush signs EO 13233 which limits public access to papers of all presidents since 1980 including George W. Bush

What was that about another billion for Enron? Is it me or does it seem the bank's intent is to create "a higher number of millionaires in America.. then ever before"?

Also on Nov 01 talking points are prepared for President Bush's meeting with the India Prime Minister and Bush avoids discussing Enron during the meeting.

I would imagine Executive Order 13223 includes this meeting?

The next day Spencer Abraham called Lay to "check up on the company" and neither mentions any assistance for the company

$4 billion in bank loans isn't assistance?

Here is what the banks are really doing: They are acting like they are being duped and basically debasing their own wealth at the expense of their own shareholders

The same day Margaret "Medicare" Chiara (Western Michigan) and Daniel " Medicare" Bogden (Nevada) are sworn in as USAs. Note: Medicare has intentionally allowed itself to be defrauded ever since Johnson signed the legislation in 1965 which is the reason the program exists.

On the 6th of November OPIC President Peter Watson contacts a top aide of the India Prime Minister saying: "The acute lack of progress in this matter has forced Dabhol to rise to the highest levels of the United States Government."

Yeah sure.. Shakespeare couldn't have made it more dramatic. Pete should get an Emmy.

The following day Governor Ridge, in a press briefing, dismisses bentonite as a binding agent for the anthrax in the Daschle letter saying the ingredient is silicon

Remember what I was saying about Russia?

Well, as Ridge is dismissing bentonite, Russia began the next Enron leapfrog phase and clinches a deal to build a $2.5 billion nuclear power in Southern India, expanding its relationship which has seen New Delhi become one of Russia's arms purchasers. Russian and Indian officials signed a memorandum on construction of the plant, at Kudunkulam in India's southern state of Tamil Nadu.

Go figure? Russia can't afford its labor force either?

India's poor payment history has risen to the "highest levels of the United States Government." and Russia thinks its going to get paid by India by 2007? Russia isn't too familiar with current American history, huh?

The day after Russia's nuc plant agreement, Enron announces "improper accounting and reduces its previously reported income going back to 1997 by $566 million." This statement led to a chain reaction that led to Enron's Dec 02 bankruptcy court filing seeking protection from its creditors.

Hey somebody call Russia's energy bureau and tell them yesterday's Tamil Nadu plan may not be such a great deal after all?

Actually Enron's last 2 quarters was.. proper accounting.

On the 8th, Rubin and Fischer join the "I didn't lift a finger for Enron club"

Darnit, those employees are still locked-out of their accounts too.

The same day Rubin and Fischer bail, President Bush gets an email tagged "Importance High":

"President Bush cannot talk about Dabhol."

to be continued..

54. Enron's anthrax (5)

On the 13th of November 2001, President Bush signed the order establishing military tribunals and James Daniel Watkins' (consultant to Arthur Anderson) body disappears

It looks like Bush's tribunals have already started.

Watkin's body is found on December 01

Notice the so-called "liberal media" didn't jump all over this one?

On the 14th of Nov., Kenneth Lay acknowledges that "Enron made billions of dollars of very bad investments"

This is 5 days before Enron shares are unfrozen so this can't possibly help the value of those holdings very much

Russia's Rosatom will be making this same announcement regarding its Tamil Nadu and Iran Nuc plant projects sometime after Oct 23, 2007

By the way you should all pick up a copy of the New York Times every day for two weeks starting on the above date

http://www.legatus.org/public/index.asp

Note the "Spiritual pilgrimage"

This is when the "executive compensation" takes its trip to Rome

The checks clear on the 23rd

The media debasement begins on the 24th

Scan the NYT for comments made by a Texas stock analyst by the name of "David Tice" regarding “improper accounting” at a certain company (my guess: a telco and/or a "popular private equity firm")

Advice: Shift holdings from the sector with the negative press over to energy then bail from energy and move to healthcare for a while then get out of that before the new administration makes some kind of depressing Medicare change announcement

Lets backtrack a second.

Remember Bush's "Importance High" email?

On September 09, the day after the email was sent, Mr. Lay called O'Neill again, supposedly warning of parallels between Enron's impending collapse and the Long Term Capital Management failure
Here we go again.
Ask yourself, why would 29 executives who just cashed out of $1 billion want Enron's stock to go higher?

So, in yet another Shakespearian move, Kenneth Lay pretends to suggest that "a bailout may be in order"

O'Neill asks Mr. Fischer, the undersecretary, to analyze what an Enron collapse would mean for the markets

Remember what I was saying about day 1 of Q3, 2001?

Lets take a look at the “unlikely” events of Q2, 2001

As of April 01, 2001 (day 1 Q2) Jeff Skilling had served as CEO of Enron for about 1 month

Arthur Anderson's CEO, Joseph Berardino is into his second month as a member of the Legatus chapter near his home in Greenwich, Conn., and Berardino is also into his second month as head of Arthur Anderson Worldwide, SC (Arthur Anderson's umbrella organization) and George Herbert Walker Bush is elected Chairman of the M.D. Anderson Cancer Center's Board of Visitors

This is the Enron health-care connection and the reason I make references to the healthcare monopolist’s piggy-bank known as Medicare so often

On Christmas Eve 2002, not a creature was stirring as the Wall Street Journal (while we were busy wrapping presents) printed the following article headlined:

“Double Trouble”

“Ties to Two Firms Tainted by Scandal Haunt Top Doctor”

“A Director at Enron, ImClone, John Mendelsohn Sparked Fireball at His Hospital”

“Dilemma for Houston’s Elite”

“HOUSTON”
“When news of the insider trading scandal at ImClone Systems Inc. broke in January, it stunned the elites of this city. One of their own, John Mendelsohn, president of the famed M.D. Anderson Cancer Center here, sat on the board of ImClone. What’s more, Dr. Mendelsohn was also on the board of another company in the midst of a notorious meltdown.”

“Not this! Not on top of Enron!” Charles Miller, chairman of the state body that governs M.D. Anderson recalls thinking. “Now John is in serious trouble.”

“Dr. Mendolsohn may be the only person with official ties to two of the companies most widely associated with the financial crimes of the new millennium. That set off a scramble over Dr. Mendelsohn’s fate among Houston’s leading power-players, including the chairman of Anderson’s advisory board, former President George Herbert Walker Bush.”

Christmas Eve.. in fact.. the whole week between Christmas and New Years Day is a publisher’s laundry period. As an investor, it is well worth one’s money to purchase the WSJ during this rare media exposure of financial laundry. Another popular laundry day is Valentine’s Day

You may notice that the “investigative” journalist from the WSJ, Kurt Eichenwald does not make any mention of Dr. Mendelsohn or M.D. Anderson in his New York Times Best Seller “Conspiracy of Fools”. Eichenwald also makes no reference to the Commodity Futures Trading Commission nor does he mention Frank Savage’s ethics policy suspensions or Toffler (the ethics advisor,) but he does mention the potential role of Arnold Schwarzenegger.

In Q1 and Q2 of 2001.. as Lay and Skilling are making electricity cheaper in Mumbai, India.. they are making electricity disappear.. in California

The first week of April, Clinton makes his phony (give Enron its money or nobody will ever invest in your country again) trip to India and Richard Celeste ends his post as U.S. Ambassador to India. Celeste also served as a director of HealthSouth Corp.

If you think the Enron story is interesting so far.. wait till you here the HealthSouth story.

So, in April, 2001, Jeff Skilling calls Richard Grubman of Highfield Capital and a-- -hole because Grubman questions why the company’s balance sheet wasn’t available when the quarterly earnings were released

Again: This is the last quarter that Arthur Anderson cooks Enron’s books

Now here is a funny one. On the 23rd of April, Warren Buffett said he plans to invest over $10 billion in utilities if Congress repeals a 66 year-old law enacted to curb abuses in the energy industry

Now what are the odds that Warren Buffett didn’t know that the SEC had freed Enron from registering under this very same law (the Public Utility Holding Company Act; PUHCA) shortly after the first bombing of the WTC in 1993 which is also the same year Wendy Gramm and Sherron Watkins joined Enron and the also the same year Arthur Anderson took over Enron’s internal audit operation?

Common Warren.. give us a break.

Three days after Buffett pretends he doesn’t get it, Kenneth Lay and President Bush attend that infamous literacy fund raiser hosted by former First Lady Barbara Bush.

Remember? Bush said it was the last time he spoke to Lay?

There was a reason for that. And that reason was because they realized that should be the last time they can be connected.

“literacy?”

The MBA President and former Harken Energy executive, should have asked Kenneth: “When are you going to stop cooking your books? And did you hear global power producer AES just announced its first quarter profit has plunged by 60% and what is up with those rolling blackouts in California and did you hear about the whistle-blower over at Dynegy’s Project Alpha?”

Let me distract your attention for a second and mention that it is April 30th 2001 and Chandra Levy makes the last appearance at her Washington D.C. health club

Its now May and J. Clifford Baxter quits the Enron energy firm.. but Watson doesn’t blow a whistle to Lay for three more months?

Now here is a guy who didn’t have any faith in the system.

For those political witch-hunters out there, here is a partisan bone for you to chew on

It is late Q2 and India’s Dabhol plant is now “on-line” and India stops paying its Enron bills one more time just before Karl Rove sells his Enron holdings in June.

Talk about timing.

What the heck did he know.. and what do the rest of the newly-minted Enron millionaires have planned for America in Q3 2001?

My next few entries are not for the timid.

57. Hell yes!
What's fascinating is that with all the events you've covered within this timeframe, you have yet to mention Cheney's Energy Task Force that Lay attended in Q1 2001. Thanks to SCOTUS, we'll see everything in the archives on Kennedy's assassination before we ever see what occurred at this meeting. Does the Energy Task Force fit into your next few entries?

Thanks for that Legatus link. I wasn't aware of them before, definitely worth keeping tabs on. I'll be paying close attention to events this October.

59. The $100 Reward Has Been Won

There will be another one soon.

Let's switch over to healthcare for a while

“The Perfect Is The Enemy Of The Good”

“How 9-11 & War Covered Up HealthSouth”

(This is the first article in the series and covers the period of the story of HealthSouth from inception to December of 1995)

12 months after 9-11, Ms. Alice Martin, the U.S. attorney in Birmingham and her counterparts from around the country were called to Washington for a conference on corporate fraud and white collar crime with Attorney General John Ashcroft, Deputy attorney general Larry Thompson and SEC chairman Harvey Pitt. In her hand written notes at the meeting, Ms. Martin, a 46-year old former nurse turned lawyer jotted down this line: “The perfect is the enemy of the good”. She said in an interview that what that meant was that, “Your case doesn’t have to be perfect. You don’t have to prove every crime. If you’ve got enough evidence to back up a few good charges, don’t work for another year nailing down every shred of evidence for every possible charge that might be there.

(Wall Street Journal, Friday, April 04, 2003, (ref: wsj200) “HealthSouth Case Emerges As A Model Strategy” by Anne Carrns in Atlanta, Carrick Mollencamp in Birmingham, and Deborah Soloman and John R. Wilke in Washington)

Two and a half years later, on June 28, 2005, HealthSouth’s Chief Executive Officer, Richard M. Scrushy was found not guilty on all charges.

If only the feds had worked just another year, nailed down just a few more shreds of evidence, and found just a few more possible charges..

..what might they have uncovered?

The federal government’s case obviously wasn’t “perfect”.

..or was it?

Think real hard and try to remember what were you doing hours after the September 11 terrorist attacks?

Were you back to business-as-usual hours after the terrorist attack? Probably not – but for the Alabama legislature 9-11 was.. just another day.

“In 2000, HealthSouth, with support from the Alabama Gov. Don Siegelman, won a State Senate vote to exempt the company’s planned $300 million high-tech “digital hospital” from the state process for approving new hospitals. PACS controlled by HealthSouth lobbyists contributed $63,000 to state politicians before the vote, which came just hours after the Sept. 11 terrorist attacks..”

(Wall Street Journal, Friday, May 09, 2003) (ref: WSJ288) By Ann Carrns in Atlanta, Sarah Lueck in Washington, and Evan Perez in Montgomery Al.)

“just hours after the Sept. 11 terrorist attacks”?

Now think real hard and try to remember the first terrorist bombing of the World Trade Center in February of 1993. If you remember that then you probably remember two days later on the 28th of February when Attorney General Janet Reno began the assault on the Branch Davidians.

Sorry, that was a trick question.

There is absolutely, positively, no way whatsoever you remember that.

Why?

Because Attorney General Janet Reno did not begin the assault on the Branch Davidians.

The Acting Attorney General was Stuart Gerson.. not Janet Reno.

Stewart Gerson was a senior advisor for the campaign of George H. W. Bush during the 1988 Presidential election, and a member of the Bush Administration’s National Health Policy Working Group as head of its Medical Malpractice Reform Working Group.

And we are back to healthcare.

The story of Medicare begins when, in the mid 1940s, at the start of the cold war against socialism, President Truman first suggested socializing healthcare.

1947 marks the beginning of the “digital revolution,” the first actual war against cancer and it was the year the word “cancer” was first permitted to be spoken on the radio.

In 1947, the Dead Sea scrolls were discovered, the CIA was founded, and Arthur Anderson had been cooking Halliburton’s books for just about a year.

The 1940s was a very, very busy decade. For instance, July 7th 1947 was the first flight of the British Rolls-Royce Nene jet-engine. It just happens to be installed in a Russian fighter jet referred to as the MiG-15. The Rolls-Royce engine was “gifted” to Russia with the Queen’s blessing because at the time.. Britain was strapped for cash and Prime Minister Atlee was a liberal so historians won’t be recording this event as an un-American affair and a technology transfer to a cold-war enemy.

A day later, on July 8th 1947, the Soviet Union declined to participate in the Marshall Plan and a UFO reported to be traveling about the speed of a MiG 15 crashed in Roswell, New Mexico. The UFO was immediately stripped of all Rolls-Royce patent numbers and insignias by the newly founded CIA.

Eleven cold-war years later in 1958, the Deputy Director of Rolls-Royce visited Peking, China and was “horrified” to discover that the Russian MiG planes had counterfeit versions of the Rolls-Royce Derwent and NENE engines.

In August of 1950 President Truman ordered the U.S. Army to seize all the nation’s railroads to prevent a general strike. The railroads are not returned to the owners until two years later.
Civics 101: As a rule, socialists seize industries because they are socialists – capitalists seize industries to prevent labor strikes.

In 1960, thanks to the patriotic efforts of Rolls-Royce, the cold war is off to a smashing good start, machinists are earning an average of $1.56 an hour and the title of “computer programmer” was included for the first time in the U.S. Census.

Thirty-five years from now the computer programmer will be earning up to $200.00 an hour which is equivalent to $400,000.00 a year. This is what is known as “bad planning” if you are a global labor expert and it will mark the first time and probably the last time this level of wage inflation has ever occurred during any industrial revolution throughout history.

It is around this time that the United Nations begins to freak out about this seemingly inexorable rise of wage inflation in the information age so they start to give some serious thought on how to proceed with the globalization of the jobs that the digital revolution is going to introduce.
First on the list is the passage of the India Electricity Supply Act.
Mother Theresa is then given the title of “Patron Saint Of Offshoring” by the Calcutta Department Of Commerce and she is soon assigned the job of India’s Electrical Utility Supervisor. This is when Mumbai went by the name Bombay.

Now, back to healthcare.

Healthcare services are of the most difficult professions to globalize so in 1950 UCLA began its “Willed Body Program” to lower the costs of the war against cancer a little.

As a rule – all roads lead to globalism. Enron is a good example of one of these roads.
Since medical professions are difficult to outsource – as another rule – all roads lead to Medicare fraud.

So, in 1962, H. Ross Perot founded EDS to do information technology work for large corporations and cook the books for the upcoming Medicare and Medicaid program.
It eventually becomes glaringly obvious that exploitation of this program was one of the primary purposes of the Medicare and Medicaid program to begin with.

In 1964, “My Fair Lady” became a film that teaches undocumented and third-world workers such language as “the rain in Spain falls mainly on the plane” and “is the head of the household there” and “Verizon is offering 1000 free minutes”, and “I love menial jobs Americans don’t want”

On July 30th 1965, President Johnson signed the Medical Care Act of 1965 into legislation.

That same year, the founders of National Medical Enterprises (now known as Tenet Healthcare) recognized the potential for healthcare monopolization through fraud in the new Medicare system.

Four years later they founded NME and began their healthcare monopoly play with the purchase of 10 hospitals, nursing homes, an office building and some undeveloped real estate in California with $23 million in capital secured from the sale of public stock.

Two days before Christmas 1971 not a creature was stirring as President Nixon signed the “National Cancer Act” committing vast sums of other people’s money to fighting the dreaded disease of wage inflation in the healthcare service and information technology industries.

The following year three ships crossed in the night.

Newt Gingrich received his PhD. from Emory University in Atlanta, Georgia and Richard M. Scrushy and Eric R. Hanson (while “waiting tables” at the University of Alabama) also began to observe the potential for fraud in not only Johnson’s Medical Care programs but also Richard Nixon’s new Certificate of Need and War on Cancer programs as well.

The third ship is another story entitled: George H.W. Bush And The U.S.S. Erbitux.

Now Richard and Eric realized that there was a huge war on cancer windfall and nobody could legally construct a hospital without the Federal government’s approval. This offered the potential for three different monopolies (REITS,) hospital construction, and.. healthcare) all subsidized by the defrauding of a few big “liberal socialist programs” and it is the likely foundation for Hillary Clinton’s vast right wing conspiracy which as it turns out was so vast it actually included her.

Question: How do accountants sweep book-cooking, Medicare fraud and securities fraud under the rug?

Answer #1: With two brooms, one broom known in the accounting biz as the “expectations gap” which was coined by Carl D. Liggio in 1974 for the fact that the public thinks accountants are supposed to catch crooks while the accountants say they aren’t. Carl Liggio eventually becomes the General Council of Ernst & Young.

(Wall Street Journal, Wednesday, June 11, 2003, ref: wsj296 “What Ernst Did For HealthSouth” by Jonathan Weil)

Answer #2: Another broom referred to by Richard M. Scrushy as “Pristine Auditing” (we will get to that later).

By 1975, National Medical Enterprises was the owner of 23 hospitals and a home healthcare business and the founders once again quickly observe the potential for government fraud in nursing homes and home care.

Late in 1975 two more ships pass in the night.

Captain Orrin, pilot of the U.S.S. Hatch is elected to the U.S. Senate representing the state of Utah and begins “public service” in 1977.
Quick note: If you suspect Medicare fraud occurring at your place of employment – this is not the guy to call – unless you are an inside shareholder.

The other ship is the U.S.S. Oracle, founded in 1975 by Larry Ellison.

That same year the founders of NME are confident that Nixon’s Certificate Of Need program shouldn’t represent too much of a hurdle to their healthcare monopoly play, so National Medical Enterprises purchases Stolt, Incorporated, a hospital construction monopoly.

By 1980, after purchasing the Hillhaven Corporation (long term care) National Medical Enterprises is able to boast of a presence in 33 states as well as a secured 5-year, billion dollar health care contract in Saudi Arabia.

By 1982 National Medical Enterprises’ revenues exceed $1 billion and NME owns 193 hospitals and nursing homes then it buys National Health Enterprises (66 long-term homes).

A year later National Medical Enterprises purchases the Psychiatric Institutes of America (PIA) - 21 mental health centers and forms recovery centers of America (RCA) extending NME’s financial corruption into the arena of not only the elderly but now the mentally ill. NME now monopolizes two patient demographics that will have difficulty comprehending their medical bills.

President Johnson’s corporate healthcare program of 1965 is in full swing and entrepreneur, Richard Scrushy is well on his way to learning how the healthcare business really works.

He is giving serious thought to founding his very own Medicare funded healthcare empire and in 1984 Richard Scrushy and Aaron Beam, Jr. found HealthSouth. George H. Strong, a private investor and chief financial officer of hospital operator Universal Health Services becomes a HealthSouth director.

The following year C. Sage Givens, founder of private ventures capital fund, Acacia Venture Partners became a director at HealthSouth. As HealthSouth’s empire begins its downfall in the early 2000s, Strong and Givens, along with eventual newcomer and glass hospital construction monopolist Larry Striplin are the members of HealthSouth’s audit committee which is reported to have only met once during that period
and therefore the committee is cited as a cause of the accounting problems. In other words, the audit committee forgot to meet while they were cooking the books.

In 1985 Raymond L. Mathiasen, a specialist in “expectations gaps” joins NME following a 19-year career with Ernst & Young.

Also this year the Texas healthcare and the energy industry put on their boots and dance the two-step as Charles A. LeMaister and Kenneth Lay begin to serve as Enron board members. LeMaister eventually becomes the President Emeritus of the University of Texas M.D. Anderson Cancer Center.

In 1986 HealthSouth goes public and the “great communicator” recommends phasing out of the “certificate of need” (CON) program and signs a law repealing it. This “act” lends the question: “Repealing it” for whom? If Reagan (the great deregulator) repealed it this year then why did it have to be repealed by the Alabama State Legislature hours after the planes hit the World Trade Center?

It is beginning to look like Medicare, Medicaid, the war on cancer, and the certificate of need programs are legislative tools to coordinate healthcare monopolies.

Sometime around Reagan’s 1986 repeal of the “certificate of need” and HealthSouth’s IPO, Orrin Hatch wrote to federal bank regulators on behalf of an individual whom, eventually if not presently, is involved in the hospital construction business. His name is Monzer Hourani. Remember? These are the hospitals one needs to get a Certificate of Need to construct. Orrin Hatch urged them to consider the Hourani’s explanation of why he defaulted on a loan. Hourani had been managing a small real-estate investment for Senator Hatch in the 1980s. After 1996 or “a few years later” (which is a Latin term for “1991”) Senator Hatch worked to arrange a $10 million loan for Mr. Hourani from the Bank of Credit and Commerce International (BCCI; founded in Pakistan in 1992) and BCCI later collapses in a money laundering scandal and is closed by regulators.

In 1987 As speculation begins to peak in stocks and real-estate, Ernst & Young, the accounting enterprise that specializes in not catching accounting crooks, is at it again, as former E &Y accountant, Weston L. Smith joins HealthSouth as an officer in the reimbursement department.

April 7th of 1987 marks the inception of an organization of Catholic businessmen calling itself Legatus. A week earlier on the 29th of April, 1987 The Fed began to ease Depression Era banking limits.

And less than a month and a half after the fed began to ease the depression era banking limits, President Ronald Reagan made his famous remark at the Berlin Wall:

“Mr. Gorbachev, tear down these accounting walls.”

Get it?

“Tearing Down Walls”

Sanford Weill “got it”.

And the market crashed as the DJIA falls more than 500 points on October 19th 1987.

The year after the crash Richard Botts joined HealthSouth, Inc. It is said that “his situation mirrors in some ways the dozen of HealthSouth executives who will eventually plead guilty,” so it is likely that Ernst & Young is around here somewhere.

In the early 1990s Eric Hanson is in the market for a used Lincoln sedan so he buys one from Harold E. Ford Sr. (a congressman from Memphis Tennessee). Just by coincidence HealthSouth is seeking and receives state approval for at least two new rehabilitation hospitals in Tennessee, including one in Memphis. At this time, Mr. Ford, who’s son succeeds him in Congress is now a lobbyist whose clients include HealthSouth’s “partner” in Memphis.

What is a three-letter word for Medicare fraud?
Answer: W-a-r

In 1991 Operation Desert Storm begins, KPMG starts to provide tax compliance and advisory services to HealthSouth and some HealthSouth executives, and.. National Medical Enterprises is under investigation for fraud and kickbacks within its psychiatric division.

After three years of fraud and kickback investigation, in July of 1994, NME pays $363 million in penalties and $16 million in state penalties to conclude the investigation.

Another pop quiz:

Medicare Math Question: A few billion dollars in Medicare fraud minus $379 million in penalties equal how much profit?

In April of 1992, “a HealthSouth patient files an improper billing (“Transmittal 1753 For Dummies”) for physical therapy by unqualified personnel case in Texas”. Approximately a year after this improper billing case Newt Gingrich begins consulting Richard Scrushy.. er.. scratch that.. Richard M. Scrushy begins consulting Newt Gingrich on the healthcare business in the small college town of Waleska, Georgia. By June of next year it will become apparent that Congressional Minority Whip Gingrich was left out of the Medicare fraud loop on this “unqualified personal” investigation.

The year is 1993 and National Medical Enterprises is still settling insurance fraud lawsuits relating to its psychiatric business. This settlement is for $215 million.

Following the February bombing of the World Trade Center, the April bomb assassination of the President of Sri Lanka and the March bombing of the Bombay Stock Exchange (the same day Janet Reno’s “swearing in”,) conservative think tanks from around the country set out immediately to institute plans to protect America from the Radical Islamic fundamentalist threat facing the nation. In early June of 1993, infuriated at the failure of the Clinton administration to send representatives to the site of the first terrorist attack on the World Trade Center, Congressman Newt Gingrich coordinates a 20-hour satellite TV course entitled: “Defending America Against The Arab Terrorist Threat” at Kennesaw State College, Georgia.

Not!

What did he really do?

He began to “Renew American Civilization” by collaborating for the next three years with America’s leading thinkers, practitioners, intellectuals, consultants, journalists and..

.. drum roll please..

and. . . . . . . . . Richard Scrushy?

I have heard of a poor judge of character before.. but please…

“June 01, 1993”

“Beginning in the fall quarter of 1993 and again in the Winter quarters of 1994, 1995 and 1996, Congressman Newt Gingrich will teach a for credit class offered through the School of Business Administration in Kennesaw State College in Kennesaw Georgia. In addition to the 150 graduate and undergraduate students who enroll for the class on campus, it will be offered through a satellite uplink and through video and audio cassettes to students across the country..”
“It is important to understand that the content of the class, while ultimately the responsibility of Congressman Gingrich, will be developed in collaboration with dozens --and ultimately hundreds-- of Americas leading thinkers and practitioners. Among those already committed to participating in this process are intellectuals (Edwards Demming, Evertt Carl Ladd). management consultants (Steven Covey, Darly Conner), journalists (Bob Novak, Dick Williams, Joe Klein), political and government leaders (Lamar Alexander, Clarence Thomas), and business leaders (Tucker Andersen, Richard Scrushy).”

(“The Long March Of Newt Gingrich”, http://www.pbs.org/wgbh/pages/frontline/newt/newtcollege.html)

huh?

“business leaders (Tucker Andersen, Richard Scrushy).”?
And in seven years, what this elite group of thinkers and intellects come up with is described in the headlines as the “Greatest Accounting Fraud Ever”?

Fraud that is so systemic and enterprise wide that by 2003 even Richard Scrushy himself is convinced that there are “8,000 companies with s--- on their balance sheets”?

So.. rather than busy themselves with the ones who hate us, hate our freedoms, hate our way of life and hate our western way of living, the think tanks focus on industrial monopolization, healthcare anti-trust, securities fraud and accounting fraud and enterprise corruption.

Very few individuals knew more ways to commit Medicare fraud and monopolize healthcare then the business leader Congressman Newt Gingrich hand-picked to help “Renew America”

And as much as First Lady Hillary Clinton knew about the politics of health care the HealthSouth Medicaid scams went right over her head.

or did they?

In 1998, a HealthSouth patient filed an improper billing for physical therapy by unqualified personnel case in Texas that allegedly dates back to this date of April, 1992, so by the time Congressman Gingrich’s “Renewing America” course was in motion, HealthSouth had been cooking Medicare billing for services that just didn’t happen for at least a year.

For you sports nuts out there.. that patient.. was Bo Jackson.

Just kidding.. but not to worry pop culture fans.. there are plenty of big Hollywood names in entertainment on the way as the ‘Story of HealthSouth” unfolds. Remember Leslie Scrushy’s medical clothing line, “Uppseedaisies”?

On June 01, 1993, also the same day Newt Gingrich and Richard Scrushy begin their college courses in “Renewing American Civilization,” Metro Goldwyn Meyer Director, Jeffrey C. Barbakow’s employment commences as President and CEO of National Medical Enterprises and marks the point where Hollywood and healthcare begin a little bit of new-economy cross-marketing.

Two months later in August, 700 federal agents raid NME (National Medical Enterprises) corporate head quarters and regional offices, seizing hundreds of documents relating to the psychiatric hospital fraud.

Other events in 1993 include:

- Arthur Anderson takes over Enron’s internal audit operation.
- Wendy Gramm joins Enron’s Board of Directors.
- The SEC frees Enron from registering under the 1935 law, the Public Utility Holding Company Act because Kenneth Lay is greedy.
- 1993 Sherron Watkins joins Enron from Arthur Anderson where she was a CPA.
- GE Capital International Services starts in Delhi as part of GE Capital.
- The Progress and Freedom Foundation is Founded.
- The Islamic Assembly of North America (IANA) is founded.
- Peter de Jager’s “Doomsday 2000” appears in Computerworld.
- The U.S. privatizes management of the internet infrastructure.
- Mr Gestner leaves RJR Nabisco to join IBM.
- Oxford Health Plans begins planning a new computer system that can count past 1999.
- Darleen Drunyun is appointed deputy assistant Air Force secretary for acquisitions.
- John Mendelsohn becomes scientific advisor to ImClone Systems, Inc.
- According to Richard M. Scrushy, 8,000 companies start putting “s--- on their balance sheets”.
- The Stock market begins to inflate faster than a tumor in a recently diagnosed prostate.
- Enron and India sign a formal agreement for a plant that can generate about 2450 megawatts at an approximate cost of $3 billion.

Excerpt from: “How 9-11 & Anthrax Covered Up ENteRprise corruptiON”

Here is an Indian foreign investment tip for global utility businesses like Enron. If you really want India to pay your energy bills maybe you should think twice about indicting your executive officers and shredding your documents?

Back to healthcare:

The year is 1994 and Newt Gingrich leads Republican opposition against Clinton Administration and orchestrates “The Contract To Secure The Homeland Against The Islamic Terrorist Threat” He gathers over 300 Republican candidates on Capitol grounds for its signing in September.

In a motion for summary judgment, the presence of non-government employees in the working groups of Hillary Clinton’s healthcare task force is revealed.

For those readers that are interested in starting their own healthcare monopoly this is what is known as the “Project Crimson” phase of a changing of the healthcare monopoly guards and it helps to start doing a little corporate name changing and relocation as well.

The “Fall Quarter” of Newt and Richard’s “Renewing American Civilization” comes to a close and Richard Scrushy, Michael Martin, HealthSouth’s treasurer and other businessmen take Capstone Capital Corp. public as a real-estate-investment trust that owns health-care facilities, including 10 sold to the REIT by HealthSouth.

National Medical Enterprises agrees to sell almost all of its psychiatric hospitals to Charter Medical Corporation (now Magellan Health Resources) and its rehabilitation facilities and outpatient clinics to HealthSouth Corp.

In July of 1994, National Medical Enterprises pays $363 million in penalties and $16 million in state penalties to conclude the three year investigation into fraud and kickbacks within its psychiatric division.

During the “Winter Quarter” quarter of Richard and Newt’s business course, HealthSouth buys 30 hospitals from National Medical Enterprise for $300 million cash?

It is this year that Senator Lieberman helps block an accounting industry proposal to force companies to deduct employee stock options from profits.
On the first day of the fourth quarter of this year, the SEC is “forced” to scale back operations as congress fights over funding.
And what a fight it must have been.
This is what Newt Gingrich refers to as “deregulation” and “small government” and “getting rid of unnecessary government spending” and what Warren Rudman and Tyco’s Marc Belnick refer to as NASD “structure and governance”.

The year is 1995.

Repair on the World Trade Center is still in progress.

Congressman, Newt Gingrich is now Speaker House Of The House

“We hang the petty thieves, but appoint the great ones to public office.”

(Aesop; 600 B.C.)

“Bloomberg reports that U.S. Speaker Newt Gingrich wants Scrushy in Congress and Alabama businessmen want him to run for governor.”

(Bloomberg News)

“Gingrich appoints one of his top donors HealthSouth CEO Richard Scrushy to head a secret task force on Worker’s Compensation Reform. Scrushy raised $38,000 for Gingrich’s 1994 campaign at a fund raiser at a HealthSouth facility in Alabama.”

(Roll Call 25/01/1996)

Now America has two “secret healthcare” task forces.

This preoccupation with healthcare so shortly after the first attack on the World Trade Center must be very confusing to Al Qaeda and Hamas.

But the feds are on the case and the Federal Election Commission fines HealthSouth hospital construction subcontractor, Monzer Hourani, $10,000 for illegally reimbursing employees for donations to Senator Orin Hatch’s campaign.

How many days can you rent a bulldozer for $10 thousand?

In 1995 HealthSouth acquired 130 independent rehabilitation centers. Remember Newt’s $4.5 million advance on a book deal with Harper Collins?

“..People recovering from job-related injuries on workers-compensation should use the time to learn new skills. The best of the nation’s rehabilitation hospitals (such places as HealthSouth, which did Bo Jackson’s surgery) have made enormous strides in this direction. The difference in what can be accomplished in these programs is often astonishing.”

(“To Renew America” Copywrite 1995, Chapter 12; pg: 148-149)

As the “Winter Quarter” of Newt and Richard’s college “Renewing American Civilization” business course nears its end, HealthSouth, Inc., …

..buys NovaCare hospitals.

“Balancing the Budget and Saving Social Security and Medicare” … “Those who think the situation is still too distant to worry about need look no further than Medicare to understand that America is on the precipice of substantial fiscal problems. Medicare is the foundation of health care for out senior citizens. It is a government monopoly, and therefore inefficient, wasteful, and slow to adapt to innovations in technology and management. As a result, the system is rapidly growing out of control. Fraud, waste, and mismanagement divert resources that ought to go the medical care of our senior citizens.”

(“To Renew America” Copywrite 1995, Chapter 7; pg: 95-96)

A government monopoly on healthcare is now morphing into a another corporate monopoly funded by a government monopoly?

And what is all the to-do about fraud?

“In the second largest settlement ever for healthcare fraud, Caremark International Inc, has agreed to pay $161 million in criminal and civil fines for paying kickbacks to doctors and submitting false billings to the government. As part of the settlement the government will drop a potentially more damaging charge that Caremark violated a federal anti-kickback statute. If Caremark had been convicted under that statute it would have been barred from participating from Medicare and Medicaid programs for at least 5 years, government officials said.

(17/06/1995; Chicago Tribune; “Healthy Penalties in Caremark Fraud Case”)

This is the kind of law enforcement that allows Caremark (now CVS Caremark) to become a monopoly in Prescription Benefit Management.

Richard Scrushy has got to be a little bit envious of Caremark’s amazing luck and achievement following this settlement.

Wait a second?

Is Caremark a Birmingham, Alabama company?

“HealthSouth Corp, Birmingham Ala., said it will purchase for $125 million more than 120 outpatient rehabilitation centers from Caremark International Incorporated in the latest of a year-long spree of acquisitions.”

(Wall Street Journal; October 17, 1995)

“The deal will expand HealthSouth’s operations to more than 700 centers, including some of those that will soon be acquired from Sutter Surgery Centers, Inc. and Surgical Care Affiliates in recently announced agreements.”

(Reuters; October 17, 1995)

Talk about a good investment opportunity..

oops.. spoke too soon.

November 11 of 1995, National Institutes of Health director Harold E. Varmus wrote to all institute and center directors, rescinding “immediately” a policy that had barred them from accepting consulting fees and payments of stock from companies.

Where in the Bristol Meyers world is.. Louis Freeh?

Well, it is about time for the “Winter Quarter” of Newt and Richard’s “Renewing American Civilization” business course up there in Waleska, Georgia, and you know the drill..

.. HealthSouth buys Advantage Health for $325 million.

job well done.. guys.

“as of the end of 1995” HealthSouth now operates 850 outpatient and rehab facilities in 44 states with projected revenues of $2.6 billion in 1996..

.. please accept this token of our appreciation:

December 1995, Time Magazine names Newt Gingrich “Man of the Year”.

“The Perfect Is The Enemy Of The Good”

“How 9-11 & War Covered Up HealthSouth”

(This is a continuation of the previous article in the series)

(This article covers the period of the story of HealthSouth from January of 1996 to late 1998)

It is the year 1996 and the “Winter Quarter” of Newt Gingrich and Richard M. Scrushy’s “Renewing American Civilization” business course is in session. HealthSouth now operates 850 outpatient and rehab facilities in 44 states.

Between the years of 1996 and 2001, HealthSouth, Inc. books Reba McIntire, Alabama, Faith Hill, Amy Grant, Brooks and Dunn, and KC and the Sunshine Band for annual management meetings at Disney World.. then..

..bills the cost to Medicare.

“the system is a perfect example of bureaucratic planning that becomes wasteful and guarantees misallocation of resources.”

(Newt Gingrich, “To Renew America” Copywrite 1995, Chapter 7; pg: 95-96)

KC and the Sunshine Band.. is a “perfect example”.. “that’s the way.. uh huh, uh huh..”

“Medicare is the foundation of health care for our senior citizens.”

(“To Renew America” Copywrite 1995)

The Medicare program may be the “foundation of health care for our senior citizens” but it is starting to look like Medicare is also supporting Vivendi, Universal, MCA, Arista, RCA, Warner Brothers and Tommy Mottola’s Sony BMG as well.

“If you are a customer that means you can ask about price and quality. You can shop around and check your bill intelligently … If each citizen becomes the primary checker of his or her medical bills, we will see more competitive practices and a dramatic drop in fraud and waste.”

(“To Renew America” Copywrite 1995)

Exactly how would a citizen go about checking the Medicare bills of Brooks & Dunn, Sony, Reba McEntire and Universal records?

Here is the point when something starts going wrong with HealthSouth, Richard Scrushy and Newt Gingrich. The three year-old public internet and its inherent electronic freedom of expression begins to interfere with its very first Healthcare monopoly play. Richard and Newt’s “Renewing America” program is about to face its first information age challenge.

The 293rd HealthSouth post on the brand new Yahoo Financial Bulletin Board offers a great example of the future of freedom of speech on the internet. The following was located and printed on January 11, 2004. Keep in mind this is the 293rd post of 165,910 posts as of January 11, 2004.

“Yahoo Message Boards: HRC

“jr111 & dcm555- your postings are in bad...”

“You should think before you speak!!!!!”

“I plan to copy these postings (RE: Federal Investigations) and fax and mail them to Richard Scrushy, HRC’s Chairman and CEO, William Horton, HRC’s legal counsel, and the SEC compliance division for their review

“This will include your Yahoo names and addresses from this site”

“Sorry Boys..”

Stockmister69’s post was a response to the remarks made by posters jr111 and dcm555’s post 5 days earlier.

“22- July – 98 02:50 pm”
“dcm555”

“I can’t believe anyone would invest long-term in this pyramid scheme calling itself a company. This bubbles gonna pop just like Columbia, Oxford, and MedPartners. The only thing propping this thing up is the fact that Scrushy’s bull@#$% smells better than his buddy Larry House’s. For all the longs, just hope the Feds knock before they kick open the door on this billing scam.”

Now we’ll discuss Richard Scrushy’s concept of Ernst & Young’s “Pristine Auditing”.

Pristine auditing is another “perfect example” of Newt Gingrich’s “misallocation of resources”.

“According to the company’s self-published book “The Story of HealthSouth” Richard Scrushy got the idea for facility inspections one day in 1996 while lying in bed … He assigned HealthSouth internal auditor Theresa Sanders that year to work out the details.”

(Wall Street Journal, June 11, 2003, ref: wsj296, “What Ernst Did For HealthSouth”, by Jonathan Weil, pg: A1, C1, C5)

Ernst & Young is about to begin charging Medicare accountant-level fees to do janitorial inspections at HealthSouth facilities.

This is a portion of Richard Srushy’s 50-point check list for Ernst & Young auditors:

- parking area is free of trash
- check the walls, furniture, floors and whirlpool areas for stains
- check that the heating and cooling vents “are free of dust accumulations”
- floors are free of trash
- overall appearance is sanitary
- clean laundry is to be neatly folded and stored
- make sure the facility’s soft-drink machines distribute Coca-Cola Co. products
- check if petty-cash drawers are secure
- check if company equipment is properly tagged
- soiled laundry is to be stored in “a covered container”

But you can’t blame Ernst & Young.

At the time of the “pristine audits,” E &Y was one of the world’s fifth (now fourth) largest accountancies and they have only been around for 100 years so it is understandable how their accountants are a little hazy on the specifics of their job requirements.

When Ernst & Young, UBS, and Arthur Anderson were founded around 1903:

.. America was facing its 6th and 3rd worst market crashes of the 20th century
.. the Trans-Siberian railroad was under construction
.. Herman Hollerith’s global monopoly (later called NCR, and then IBM) had just finished its first major overseas census organized for the brutal regime of Czar Nicholas which was the first ever census of 120 million potential Trans-Siberian Railroad workers
.. Winston Churchill wasn’t yet aware that nobody in the House of Windsor spoke English
.. Winston Churchill wasn’t aware that the House of Windsor went by the name of House of Saxe-Coburg-Gotha
.. Herbert Hoover was trying to “democratize China” as an engineer for the Chinese Bureau Of Mines (and you thought globalization was a “new reality”?)
.. corporate management negotiated labor problems by killing the workers (and then the Wall Street Journal would ask: “Where is the labor movement?)
.. GE dropped the name Edison and was preparing America for outsourcing by constructing a hydroelectric plant.. in India
.. the Wright brothers made the first engine-powered flight
.. Henry Ford introduced the Model T
.. Judge Kennesaw Mountain Landis pretended to fine Standard Oil of Indiana for accepting illegal rebates of oil from the Chicago and Alton Railroad

.. Theodore Roosevelt made one of the earliest political calls for universal health care

(Wall Street Journal, June 06, 2007, Corrections & Amplifications)

On June 11, 2003 the Wall Street Journal printed the following:

“Ernst & Young LLP collected 2.6 million from HealthSouth Corp for conducting janitorial inspections of the health services company’s facilities in 2000 and 2001 according and advised it to classify the payments as “audit related fees,” leading HealthSouth to make inaccurate public disclosures about Ernst & Young’s fees for non-audit services.”

(Wall Street Journal, June 11, 2003, “What Ernst Did For HealthSouth”, by Jonathan Weil, pg: A1, C1, C5)

Remember John Ashcroft, Alice Martin and “the perfect is the enemy of the good”?

If only the feds.. and now.. the Wall Street Journal.. had worked just another year, nailed down just a few more shreds of evidence, and found just a few more possible charges..

..what might they have uncovered?

The proceeding is another example of just one of many of the internet whistleblowers that follow as the story of HealthSouth proceeds.

It is worth noting that as of this point in the history of internet freedom of speech the Yahoo Financial Bulletin Board is only 500 messages old!

“Isn’t the pristine audit crap a joke. This is the same company that is run by hillbillies telling its employees to be pristine. HRC is an irritating company to work for and I for one am glad to have that albatross off of my neck”

(August 21, 1998, Yahoo Finance Bulletin Board, HRC (HealthSouth) Msg. # 501 of 320584, Message Title: Ernst & Young, author: I_Am_Dirk_Diggler; 40/M/Intercourse, Pa)

“Pristine Audits” in 1998?

Isn’t that two years before 2000 and 2001?

This is one of those time fudging tricks. Example: I confess I cooked my company’s books in 1998 .

Now the legal system sets out to cover up HealthSouth and.. Ernst & Young.

Richard Scrushy’s lawyers sue this Yahoo poster in the Court of Common Pleas of Centre County, Pennsylvania Civil Action – Law
The settlement includes a public retraction on behalf of the defendant. Highlights of the legally forced retraction are as follows:

- “My name is Peter D. Krum, A/K/A “I AM DIRK DIGGLER”
- “I did not have access to or involvement with any of the clinical billing or business affairs of HealthSouth”
(Sarcasm: In other words Peter Krum only had access to the janitorial inspection functions of Ernst & Young. Ernst & Young didn’t have any involvement with the clinical billing of HealthSouth either.. duh!)
- “I loved my job at HealthSouth..”
- “I enjoyed the people I worked with..”
- “I was never in contact with any HealthSouth management other than my supervisors at my location in Pennsylvania. Obviously, I have no knowledge to render any adverse or hostile opinions about the officers, directors, and employees of HealthSouth at corporate or at other HealthSouth locations..”
(Note: Reminder: Ernst & Young performed “pristine audits” at all of HealthSouth’s 1,800 locations)
- “.. In fact, I have always heard great things about the management of HealthSouth and had no reason to doubt it.”
- “As for my supervisors, the were of the highest moral and ethical character.”

..and by the middle of May, 2003, all 15 of HealthSouth’s executive officers including all 5 of HealthSouth’s CFOs plead guilty to fraud?

“highest moral and ethical character”?

Note: Medicare whistleblower tip: If you are looking for fraud.. follow the money – not the morals.
And Scrushy’s lawyers know this all to well so Counsel takes the usual moral diversion routine and avoids any direct reference to Ernst & Young’s “Pristine Audits”.

As self-appointed protector of the healthcare finances of America’s senior citizens and possible 2008 Presidential candidate, rather than punishing a Medicare fraud whistleblower, Newt Gingrich should have given this internet poster an award.

This is what corporate lawyers do to actual whistleblowers. And this also explains why in 2007 Newt Gingrich is having second thoughts about internet freedom of speech.

Although in come cases, it is possible.. good luck finding whistleblower messages related to both HealthSouth and Global Crossing on the Yahoo Financial Bulletin Board. So much for the information highway.

Here is something about the internet that doesn’t make much sense.

They gave the public a few information tools called the computer, the word document, and the internet in 1993 and then they carried out the “Greatest Accounting Fraud Ever”? George Washington (the father of the country, canal executive, and whiskey monopolist,) had to have turned over in his grave.

So, Johnson’s socialist Medicare system and Newt’s “elderly” are now paying Ernst and Young to do janitorial inspections at accountant salaries. If you want to run your own healthcare monopoly all you have to do is tell Ernst & Young that you had a dream while lying in bed.. and Ernst &Young’s accountants will stop auditing your balance sheets.

Its that simple.

Remember Ernst & Young’s “expectations gap”?

There is a hint of an “expectations gap” in Richard Scrushy’s “pristine auditing”. The people expect the accountants to catch crooks when the accountants say they aren’t, and in HealthSouth’s case the accountants actually expect to do janitorial inspections instead of what they are being paid to do.

“E &Y arguing that the cleanliness of a facility is “audit related” goes well beyond the pale of sanity and common sense,” says Lynn Turner, the SEC’s chief accountant from 1998 until 2001.”

Wall Street Journal, June 11, 2003, “What Ernst Did For HealthSouth”, by Jonathan Weil, pg: A1, C1, C5)

“beyond the pale of sanity..”?

Reminder: Bloomberg reported that U.S. Speaker Newt Gingrich wants Scrushy in Congress and Alabama businessmen want him to run for governor.

(Bloomberg News)

On March 17, 2003 you will get to watch how war covers up HealthSouth and.. Ernst & Young.. and pristine auditing.. and.. Medicare billing fraud.

War will also cover up Enron, and Dynegy, and 58 other energy companies, and Rite Aid, and Caremark, and Merck, and Bristol Meyers Squibb, and Global Crossing, and WorldCom, and Tyco, and Arthur Anderson, and..

.. “8,000 companies with s--- on their balance sheets.”

On March 18, 2003, the Federal Bureau of Investigation placed a hidden recorder on Mr. William T. Owens and recorded a conversation between William Owens and Richard M. Scrushy.

During the conversation Mr. Scrushy told Mr. Owens “I can’t sleep.. I am convinced there are 8,000 companies out their with s--- on their balance sheet.”

(Wall Street Journal, Monday, April 14, 2003, pg: A3)

Note: The conversation “lacked a smoking gun” because it wasn’t a secret conversation, it was a phony secret conversation because Owens was telling at least one executive “I’m wired”

And this is one of the many smaller ways the FBI covered up Richard Scrushy. You will see a big one coming up in a future article. And by the way, for those thousands upon thousands of possible readers that were involved in creating and covering up HealthSouth the answer to your question: “Is the author actually going where it looks like he is going with this HealthSouth series?” The answer is yes. And then I am moving onward with Tyco and Enron right after HealthSouth.

As another internet whistleblower, Michael Vines would say, the author is just trying to “get the truth out there.”

Now lets switch gears for a second and try to figure out what on earth Richard Scrushy might have meant with his “8,000 companies” remark.

How 8,000 companies respond to the first attack on the World Trade Center in 1993 (to use Lynn Turner, the SEC’s chief accountant’s words) goes well beyond the pale of sanity and common sense.

“8,000 companies” has that “enterprise” conspiracy kinda sound to it. Just what the hell did Newt’s course up there in Waleska teach Richard Scrushy?

Remember the whole “bridging the digital divide” thing and the “Alabama legislature hours after the terrorist attack on 9-11” thing? HealthSouth’s “digital hospital” was one of the many “divides” that needed to be bridged.

Every industrial revolution throughout history has required the “bridging” of the disruptive science and/or technology that brought about the “revolution”.

Why?

Simple answer: Labor costs.

Industrial revolutions have always introduced a new set of management-labor challenges.

Cooking management’s books and then covering the book-cooking up with war and destroying the paper trail, then censoring speech by suspending the Writ of Habeas Corpus and then revising history is a tried-and-true, sure-fire way to out-negotiate.. labor.

Here is how it has always worked:

A closed-door task-force, then “reform” the securities exchange (that would be Belnick and Rudman,) upgrade the foreign nation(s) chosen for outsourcing, upgrade (remember Rolls-Royce?) a few good potential enemy nations while you’re at it, cook the books, allow the government to be defrauded – inflate the true value of your company’s shares during a morality play (that would be Monika) – prepare to confess and repent (Monohan’s Legatus calls this “making the tough calls”,) fly back to corporate from Rome – sell your personal shares – start an “unfounded” rumor about accounting methods, put on a big bi-partisan dog-and-pony show to make it seem like the upgraded foreign nations were ever expected to pay for their new infrastructure, freeze the accounts of labor – confess and repent, send out a few envelopes laced with a powdery white substance and place the financial blame on a single greedy dislikeable individual.

bada bing..

..you just created a fresh load of new millionaires – during the “Greatest Accounting Fraud Ever”.

go figure..

It is that easy.. it is that boring – but it is that easy.. and it is often called “Renewing America”. This is why Richard M. Scrushy was certain there were 8,000 companies with s--- on their balance sheets.

This is called “enterprise corruption” and the cover-up is the reason Judge Michael Obus on September 30th 2004 refused to submit the enterprise corruption counts to the Tyco’s jurors saying “he thought they would find it too confusing.”

If the radical Islamic fundamentalists thought they hated our way of life in 2001 – just imagine how much they would have hated our way of counting money if they had known the entire nation and all 5 global accountancies were cooking the balance sheets in the eight years leading up to 2001. Financial justice might have prevailed if only the terrorist attack hadn’t destroyed the CFTC (that would be Enron Board member, Wendy Gramm) and the SEC Enforcement Office in Bldg #7 on that fateful day.

If mentioning how the game works – be treason – so be it.

now back to healthcare..

In 1996 Tenet’s Medicare fraud is still being “resolved”.

After HealthSouth bills Medicare for a Reba McEntire performance, Utah Senator Orrin Hatch sees opportunity in the entertainment business and he begins penning patriotic and religious songs. He collaborates with John Perry’s mother Janice Kapp Perry - a professional singer-songwriter whose cousin married Mr. Hatch’s daughter - on “My God Is Love,” a CD reflecting the two Mormon’s religious devotion.

Mr. Hanson’s firm, (remember the Certificate of Need thing?) U.S. Strategies Corp. is receiving at least $55,000 a month from HealthSouth. Mr. Hanson’s firm worked Capital Hill, monitored state issues, helped develop applications for state approvals for new hospitals.

Joel C. Gordon sells his company, Surgical Care Affiliates, Inc. to HealthSouth. William Hicks, a graduate of Duke University who is a healthcare analyst covers HealthSouth. Mr. Hicks is named one of the Wall Street Journal’s All-Star Analysts.

In May of 1996 MedPartners Proposes the acquisition of Caremark.

“until last year MedPartners/Mullican was a little-known offshoot from HealthSouth Corp, a Birmingham based healthcare company, where MedPartners chairman and chief executive, Larry R. House has been a top officer. Currently MedPartners/Mulliken is affiliated with about 6,000 physicians in 23 states and provides healthcare to more than 800,000 health-maintenance organization participants..”

(Wall Street Journal Europe; May 15, 1996)

The year is 1997 and to insert a little historical perspective.. as of 1997 Raytheon had been illegally exporting communications equipment to Pakistan for about 7 years. Remember what I was saying about upgrading potential enemies? In 1997 Perot Systems helped set up systems for the agencies that run California’s energy markets and offers consulting services to California’s energy traders in the late 1990s. That “giant sucking sound” was voters paying more attention to Mexico than they were to India. In 1997 Gary Winnick founded Global Crossing (are we getting close to 8,000 companies yet?) and George H.W. (“Ralph”) Bush received a reported $80,000 worth of Global Crossing stock options for a speech he made in Tokyo. Bush was confident America’s “digital divide” could be “bridged” by crossing the globe? In 1997 Lucent shareholders also paid the medical bills for Ali Al Johani’s (read more about him later) bone marrow transplant at Fred Hutchinson Cancer Center in Seattle. In 1997, Bobby (“C-note”) Dole’s staff estimates his cash withdrawals from Riggs Bank average $12,000 a month from now to 2004. In 1997, Belnick’s “scapular” journey begins and Blockbuster moves closer to Enron Corp. In 1997, Enron wins exemption from the Investment Company Act of 1940 which allows utilities to leave debt from foreign power plants off of its books because Kenneth Lay is greedy, so at the very least.. Richard Scrushy was right about s--- on.. Enron’s books. And.. last but not least, White House email from 1996 to 1998 is not being backed up by the “inventor of the Internet”.

Who is Ali Al Johani and why can’t the oil-rich nation of Saudi Arabia afford its leader’s medical bills?

Between 1995 and 2002, Lucent and a Swiss company ACEC SA, paid more than $15 million in bribes to Ali Al-Johani, who served as minister of Saudi Arabia’s Ministry of Post Telephone and Telegraph. In exchange for the bribes, Mr. Al-Johani allegedly directed Saudi Telecommunications Co., a company created by the Saudi government, to make decisions in Lucent’s favor. The bribes consisted of free use of private jet for Mr. Al Johani and his family; payment of Mr. Al-Johani’s medical expenses; hotel stays for Mr. Al-Johani and his family at luxury hotels in New York and Seattle; and, at Mr. Al-Johani’s direction, $2 million in gifts to a Seattle hospital.

(Wall Street Journal, Friday, August 12, 2003, “Saudi Telecom Company Accuses Lucent of Bribery in Lawsuit)

Continuing on with 1997, the “Winter Course” of Newt and Richard’s “Renewing American Civilization” is still in session and if your keeping records, the score is now:

Hillary’s healthcare taskforce: 0
Newt and Richard’s healthcare taskforce: 2

Columbia/HCA investigations have been underway at affiliated hospitals in El Paso Texas for about a year.

MedPartners buys the health business unit of Aetna. Aetna had paid $8 billion for U.S. Healthcare in 1996.

While Hollywood is focusing their cameras on Kathleen Willey and Monica’s blue dress, Ernst & Young and Richard Scrushy are still working out the details of janitorial inspections at HealthSouth’s facilities.

HealthSouth and Coke sign a five year exclusive agreement for Coke to provide its beverages at HealthSouth facilities. Remember the pristine audit?

It is in 1997 when the internet songbird, Michael Vines, starts working at HealthSouth. He is one of three employees overseeing expenses and the purchase of equipment at the company’s 1,800 facilities.

You will hear more about him later.

Scrushy’s long-time friend and business partner, Hanson (the Certificate of Need lobbyist) gets married in 1997 and Senate Minority Leader Tom Daschle and Senator Tom Harken (D., Iowa) participate in Hanson’s wedding. Republican Senator Orrin Hatch of Utah says he wrote a song for the ceremony.

Why do I have a feeling the wedding expenses got billed to Medicare?

Late in February 1997, Monika Lewinski, daughter of a California oncologist, has the “blue dress” encounter with the President, and Federal agents raid Columbia/HCA affiliated hospitals in El Paso Texas, making the probe public. Investigations had been under way about year.

“A California oncologist” in this current health care climate?

hmmm…

In March “Modern Healthcare” prints:

“To a degree House is trying to do with physicians what Richard Scott of Columbia HCA Healthcare Corp is doing with Hospitals, create a national brand-name profit-driven delivery system.”

(Modern Healthcare; March 24, 1997) “Design and Conquer; Larry House’s Blueprint For MedPartners Results In Phenomenal Growth”)

In April, MedPartners acquired the health business unit of Aetna Inc., known as Aetna Professional Management Group.

Which Richard Scott was “Modern Health” talking about?

In July 1997, Columbia/HCA Richard Scott resigned, along with Columbia president David Vandewater. Thomas Frist was named new CEO. Several Columbia/HCA managers are indicted.

So several Columbia/HCA managers are indicted for trying to create (what “Modern Healthcare called) a “national brand name profit delivery system”?

Isn’t that what Richard Scrushy and Sony are trying to do?

In November 1997, Thomas Frist outlined a UBS-style “Project Crimson” plan to shrink the hospital by shrinking its home health companies and cutting its hospital network by one-third. He created an Office of Ethics and Compliance and appointed Ethics Czar Alan Yuspeh to reinvent company’s ethical culture.

Here is an enterprise corruption tip: “Ethics codes” exist to suspend “ethics codes”.

Quick note for federal Medicare fraud watchdogs: It is not a matter of “are you committing Medicare fraud?” It is a matter of “what types of Medicare fraud are you committing”. The number of ways you can commit Medicare fraud are only limited to the number of CPT codes available.
By the way.. under which CPT code does HealthSouth bill Medicare for the Walt Disney musical entertainment?

1997 is coming to a close, and in a bit of an Enron/HealthSouth connection, on the 10th of November, Richard Celeste is sworn in as United States Ambassador to India. He holds this post until April, 2001. He served as a director of HealthSouth.

In the fall of 1997 according to the SEC, company accounting personnel appealed to Mr. Scrushy to end the earnings manipulation. The SEC says that Mr. Scrushy refused. The agency said that he said “Not until I sell my stock.”

It is early 1998 and HealthSouth share value tanks and tanks fast.. after the HealthSouth patient I previously referred to in Texas filed a lawsuit that alleges that since 1992 HealthSouth had been charging for professional services not provided by.. professionals.

Are Texas patients checking their medical bills online like Newt Gingrich said they should?

So as the 8,000 company countdown continues, On March 11, 2003 Bristol-Myers conceded that between the years of 1999 through 2002, its accounting had been “inappropriate” and that sales from 1999 to 2002 (while Louis Freeh was the Director of the FBI) were inflated by up to $2.5 billion. That makes two more companies Richard Scrushy was right about.

Here is a good one. Louis Freeh joins the board of Bristol Meyers Squibb in September of 2005.

Did you catch that Louis Freeh thing? Read the last four sentences one more time.

Freeh is on the board of the drug company that cooked its books – on his watch?

It is 1998 and John Mendelsohn becomes a member of the board of ImClone Systems, Inc. He had been a scientific advisor since 1993 and the week of September 16th, 2003 he announces he is stepping down.

Remember what Aesop said about petty thieves and great thieves? In late July of 1998, Birmingham radio announced that Scrushy and HealthSouth have developed a PAC (Political Action Committee) called 21st Century. Discussion included the possibility that Richard could be positioning himself for a life in politics (after he “sells his shares” of course) and they mention the governor’s office.

In 1998 Tenet purchased Allegheny Health Education & Research Foundations (Pittsburgh) eight Philadelphia area hospitals for $345 million in cash, $30 million in working capital and $233 million in continuing support for Allegheny University of the Health Sciences.

Michael D. Martin HealthSouth’s treasurer, is named a company director of HealthSouth. On the 26th of February 1998 HealthSouth is mentioned on CNBC as one of the top 5 stocks to own, but thanks to those damn Yahoo internet posters, its share value tanks from $30.00 to $7.5 from June 1998 to September 1998.

CNBC?

What drive-by, liberal-media corporation owns NBC anyway? Is HealthSouth installing any GE MRIs lately?

In April 1998, Motorola, and Nokia are added to Scrushy’s 8,000 company list as they transfer about $2.7 billion to the Uzans, a prominent and wealthy Turkish family supposedly to finance Telsim’s operations. The Uzans use the money to fund their economic empire and pay for private airplanes, yachts, helicopters, multi-million dollar apartments in New York and elsewhere.

(Wall Street Journal, Friday, August 01, 2003, “Court Finds Turkey’s Uzan Clan Cheated Motorola”)

Motorola, Nokia, Raytheon, and eventually Tyco, seem to be trying to secure America’s spot as #10 in information technology in the world?

The Uzans never seem to make it to the lists of the wealthiest and over-compensated executives. I believe they call this shrewd business tactic – globalism and foreign nation building?

On April 14, Al Gore is still working on his White House email backup problem as he announces the contributions of three high-technology companies that also have s--- on their balance sheets (Quest, Cisco and Northern Telecom) toward an ultra fast data pipeline and some needed network equipment.

Al Gore says: “We will end the days when the days the World Wide Web is known by some as the world wide wait”

Two weeks later, on the 29th of April, despite the Texas patient’s lawsuit for fraudulent billing, CNBC and Merrill Lynch continue to provide some f-----d-up investment advice and push HealthSouth stock.

The following week the Fed, Treasury and SEC launch a public fight to quash Commodity Futures Trading Commission (CFTC) study of new regulations for derivatives. Guess what happens to the CFTC and the SEC enforcement office on 9-11?

Hint: Here is a quote regarding that fateful September day when the Alabama Legislature freed HealthSouth from Nixon’s Certificate of Need laws: “All documents related to investor lawsuits are gone”

But this is another series of articles.. and now back to healthcare.. and a little bit of HIPAA and medical privacy related news.

On May 16th 1998, Richard Scrushy was featured at the University of Alabama Commencement in Coleman Coliseum. He received an honorary doctorate of Humane letters degree for charging for professional medical services not performed by medical professionals.

The day after Richard’s U of A Commencement, the Wall Street Journal reported the following:

“Starting this fall Reader’s Digest plans to send millions of people with high blood pressure, high cholesterol and other conditions something extra with their magazines; a booklet filled with articles and prescription drug ads, all about the very ailment each subscriber has ... What the subscribers may not realize is that the booklet stems from an aggressive new tactic in the reach by marketers to collect and use sensitive personal data to target customers. It also marks a new frontier in magazine publisher’s cozy relationships with their big advertisers … By the end of the month the magazine says it will have nine million names on file, including 771,000 arthritis sufferers, 679,000 people with high-blood pressure, 607,000 with high cholesterol, 406,000 with frequent heartburn, 206,000 with osteoporosis and 406,000 smokers. Reader’s Digest has meet with Bristol-Meyers-Squibb (of Waksal, ImClone and Freeh fame; remember? Bristol Meyers Squibb is cooking the books the same time the Wall Street Journal is publishing this article, which makes companies like BMS and CVS Caremark super-trust-worthy with personal medical information,) Eli Lilly, Glaxo Wellcome, and G.D. Searle (that would be “the” Rumsfeld.. “Searle”) about sponsoring booklets.

(Wall Street Journal, Friday April 17, 1998, “Drug Companies Are Minding Your Business” … “Reader’s Digest Targets Patients By Their Ailments” … “Prescriptions, Toll-Free Numbers Yield A Gold Mine For Marketers”)

Think about things here for a moment:

CVS Caremark (Scrushy’s Caremark,) HealthSouth’s $4.6 billion worth of Medicare fraud, 15 guilty HealthSouth executives, and they will wind up with the personal medical data of how many patients?

You will see in a later article that medical privacy legislation (ala Tommy Thompson) was a bit of an issue with respect to HealthSouth’s “digital hospital”.

Wouldn’t it be nice to know “the very ailment” each politician has? Not for the sake of marketing as much as the sake of democracy and whether the politician is more concerned about their own health than upholding law and the Constitution?

Just to put Scrushy’s 8,000 companies concept into further perspective.. nearing the end of June 1998, a heat wave in the Midwest combined with a shortage of electricity send prices soaring. A trader with Federal Energy Sales Inc. in Ohio defaulted on his contract and refused to deliver the power. His trading partner in Arkansas defaulted as well. Two other traders with whom Federal had contracts, the City of Springfield Illinois and a large trading company in Greenwich CT also subsequently default. Prices that normally average about $30 a megawatt hour jump as high as $7,000.

This was because of energy “swaps” carried out by “unknown traders”.

Enron had just signed contracts in Chicago 6 months earlier. The following month of July 1998, Enron doubled its quarterly profit.

Here is a history problem with one of Richard Scrushy’s 8,000 companies:

A few years from 1998 journalists will regularly report that the “start of Enron’s problems” occurred in December of 2001.

This is complete nonsense: Enron stopped cooking its books at the end of the second business quarter on July 01, 2001.

A company’s “problems” don’t “start” when they stop cooking their books. A company’s problems start when the company starts cooking their books.. which.. in Enron’s case was immediately after the first bombing of the World Trade Center in 1993.

Companies cook their books in order to afford predicted labor cost problems.

Why did Enron start cooking the books.. in 1993?

So as the cost of electricity in India got cheaper, the cost of electricity in Illinois got higher?

Utility industry history buffs at this point should do a little research on.. Sam Insul.

On the 27th of July 1998, Birmingham radio announced Scrushy and HealthSouth have developed a PAC (Political Action Committee) called 21st Century. Discussion includes possibility that Richard could be positioning himself for a life in politics and they mention the governor’s office.

The following day, Monika Lewinski reaches an immunity and cooperation agreement with the office of independent council, Enron doubles its quarterly profit on the back of strong trading gains made on spiking Midwest power prices, and CSFB healthcare analyst Mr. Capek makes his first call on HealthSouth. Shares are in the upper 20’s. Capek puts a “strong buy” on HealthSouth with a target price of $37 to $40. Nine weeks later the shares are $10 dollars.

What is a nine letter word for CSFB?

Q-u-a-t-t-r-o-n-e

Late in March of 2001, Peter Emch from CS First Boston (CSFB), professes that HealthSouth’s “digital hospital” project would be the prototype for as many as ten hospitals to be built in different markets. Very nice! We all laugh. High-five to Hatch, Hanson, and Hourani!

What is a 17 letter word for Quattrone?

c-o-n-f-l-i-c-t-o-f-i-n-t-r-e-s-t

If only that pesky medical privacy thing would go away.

Homework for tonight?

Look up the difference between the words: “require” and “request”. Tommy Thompson will be quizzing you later. Just imagine what medical promotions Reader’s Digest will be sending to Tommy’s family?

Meanwhile as Hollywood’s (GE’s NBC; as in 10-20% owner/investor of India’s Enron Dabhol plant?) cameras focus on what might be on the blue dress, the Department of State is pleased that Turkmen Minister of Oil and Gas Arazov announce Turkmenistan’s selection of the U.S. company Enron to carry out a feasibility study funded by the Trade and Development Agency for a trans-Caspian gas pipeline.

And a week later.. the White House physician draws a vial of blood from Clinton.

Get out the popcorn.

How exciting that was! But how would one make wise stock investments if one paid a little too much attention to a Lewinski morality play?

Four days after President Clinton’s blood is drawn, the U.S. embassies in Nairobi and Dar es Salaam, Tanzania is bombed killing 231 and injuring 5,000. A week later Global Crossing goes public. Three days later, President Clinton testifies before the Grand Jury and admits intimate contact with Lewinski. Three days later U.S. Tomahawk cruise missiles target Kandahar, Afghanistan and sites believed to be Osama bin Laden’s training camps.

The event that happens on the day after the attack on Osama binLaden’s training camps is merely a weird coincidence.. but.. as a coincidence.. it is noteworthy:

Remember the “pristine audit” guy from Intercourse, Pennsylvania, that the CEO of HealthSouth sued for posting his comments on Yahoo?

“Isn’t the pristine audit crap a joke. This is the same company that is run by hillbillies telling its employees to be pristine. HRC is an irritating company to work for and I for one am glad to have that albatross off of my neck”

(August 21, 1998, Yahoo Finance Bulletin Board, HRC (HealthSouth) Msg. # 501 of 320584, Message Title: Ernst & Young, author: I_Am_Dirk_Diggler; 40/M/Intercourse, Pa)

Richard and Newt just got busted.. by the internet.

62. 1607 History.. With The Money Part Put Back In

Just 4 fun

What is a 9 letter word for Mumbai?

J-a-m-e-s-t-o-w-n

America's First "Global Crossing"

The year is 1607. Globalization is on the rise. How would a wise colonist invest their income and what foreign markets would they have invested in?

Attention should be given to how a global crossing is planned and paid for. In modern times the planning committees for outsourcing projects are referred to as “closed-door energy task forces”. Now that we know now what would have been nice to know then, a colonist may have well been advised to turn to history in order to make wise decisions.

In 1607, even 150 years since its invention, the European powers that be and Gutenberg's moveable type printing press are still having difficulty co-existing. Throughout the 16th Century most books still fail to avoid the forbidden books list.

But one book slipped through the cracks.

A colonist's history book.

A colonist's history book of global trade, high finance, and disruptive technologies.

"No Colonist Left Behind"

Page 1

What was outsourced first?

In the beginning - there were canal projects. A little later it was iron. Then technology was "spread" all over God's flat earth.

This history of outsourcing can be summed up as follows: Canal (people worked a lot cheaper on the other end of the canal), dynasty, wheel, technology transfer, empire, iron, technology transfer (please.. there had to be at least one rugged individual Philistine with a single-minded pursuit of profit,) then wage stabilization then religion, religion, religion, religion, and more canals.

Now, how was the new world upgraded to be able to support The Virginia Company of London’s outsourcing goals?

Around the year 1521, the conquistador Hernan Cortiz conquered the Aztec empire of Mexico and became a man of unimaginable wealth and power. About ten years earlier King Ferdinan of Spain had sent Cortiz to the Western Hemisphere with the command "Get gold!" Cortiz mistakenly thought the King said "Keep gold!" A colonial market investor might ponder whether Ferdinan who after all was the King could "imagine" Cortiz's unimaginable wealth and power. Ferdinan should have clarified his command with "Get gold," then - "Bring gold back" because Spain has some bills to pay. In hindsight some question whether King Ferdinan should have sent another explorer to go "take care" of Cortiz.

In 1555 Arthur Anderson's Spanish subsidiary changed its name to Accenture. And two years later Spain filed for bankruptcy - so did France. Unlike Cortiz, Spain is not a country of "unimaginable wealth and power." if it was - then maybe Spain could afford its canal projects without having to start wars. Cortiz could have stepped in as the lender of last resort.

In reality, Cortiz was probably the “one-greedy guy”.

The “single-guy conspirator”

There is one thing that will never change about upgrading the next foreign nation to be able to support the entire world’s outsourcing requirements.

It all got accomplished by the actions of one greedy guy

Times are hard – blame Cortiz

Colonial investor tip: Bankruptcy is often blamed on a phenomena referred to as "too many loans" during industrial revolutions and global crossings. Bankers never seem to learn from these financial "blunders" often repeated throughout history.

Shortly after Spain’s bankruptcy, the board members of the Bank Of Genoa changed their names to
Huguenots to make themselves sound less French. Then, the newly minted Huguenots hightailed it to sunny Florida. This is eventually referred to as "fleeing investor persecution"

In early 1558, following a five-year faith-based initiative, England changed its form of currency (re-coinage.) In the Fall of 1558 England told England's outside investors that it changed its
form of currency. Although the recoinage makes it harder to buy food during the famine that followed, the citizens appreciated the restoration of Catholicism just the same. This financial event kicked off a war in France known as the "Wars Of Recoinage & Bankruptcy” that lasts about 30 odd years. England, France, and Spain are now quietly referred to as the "lands of somewhat limited opportunity." Bankruptcy, currency changes, famine, inquisitions, and war in one part of the world are what makes other parts of the world seem like lands of opportunity.

In 1563 the term "puritan" was first introduced in England

In 1564 the term "f----n puritans" was introduced in England

Periods of heavy outsourcing and faith-based initiatives have been traveling partners for a very long time.

In 1565 Sir Thomas Gresham founded the Royal Exchange of London. Note: Exchange fraud creates debtors - debtors create colonists. Not too far off in the future - exchange fraud will create - pilgrims (but that is another market crash).

Dutch Settlement Scheme 101: If you wish your citizens to leave - take their money and they will consider leaving

Between 1565 and 1567 the bankrupt French and the bankrupt Spanish commence with war and a little trade - in Florida

Colonist investment tip: This would have been a good time to consider avoiding the healthcare sector as tobacco is about to be prescribed as a cancer cure. Money should have been put into sweet potatoes and tobacco and maybe war commodities and if you have been paying attention you will begin to observe a pattern here. Next big thing, move it somewhere else, observe how it is paid for, and commence with war to galvanize the outside investors.

In 1574 the idea of digging a canal through the Suez isthmus is put to the Council of Ten by the republic of Venice. The project is abandoned as being too expensive - without a couple more wars of religion. So, in 1575 Spain filed for bankruptcy – again. And wouldn't you know it, along comes the fifth, sixth, and seventh wars of religion

Back to the New World. Spain and France have got their eyes on a fairly sizable canal project in the vicinity of what is later called Panama. England has got its eye on a fairly sizable harbor project in the vicinity of what is later called Jamestown which is about to become the district office of the Virginia Monopoly Of London. Back then monopoly grants were called "Royal Charters." A little while from now - in 1696 Newton and Locke will be letting you know their definition of a "Royal Exchange"

Regarding the Virginia Company of London. For those of you who are rowing on the slave side of the boat on these perilous journeys, if you wish truly to receive reparations start with the legal department of the Virginia Company of London - or try Portugal - after all, they started it.

Spain has big dreams. If you can dream it - you can do it. Spain has a small budget. Europe has no budget. Spain comes to the sad realization that Spain cannot afford - anything – and replaces all 30 members of its General Accounting Office. Now I hate to sound like a broken record here but - guess what happens in 1607?

You guessed it - Spain files for bankruptcy - again

Now.. you are not only a colonist - you are also.. a financial history expert - at least up until 1607. Oh, and there was that little coin-clipping thing back in 1278.

Now, in 1559 Paul the IV came out with his recent entries to his forbidden books programme.
Such titles include:
"The History Of The World Up To 1559 - With The Money Part Put Back In"
"Globalization Revisited; The New, New Reality"
"Competing With Slave Wages For Dummies"
"A Complete Guide To Offshore Tax Havens"
"Rome Didn't Fall; Rome Was Outsourced"
"Jobs Europeans Haven't Wanted To Do Throughout History"
Digging canals in the new worlds all over the world was one of those menial jobs European workers - didn't want.

Approximately 801 years before 1607 (around the time of Leif's journeys) the construction of the Amsterdam harbor was under way. Investor tip: The reason there have been so many wars throughout history is because there have been a hell of a lot of canals and roads to be built. A few decades prior to 1605 canal lock technology emigrated from China to Holland. Then the Dutch began to build their canals with "single-locks." This invention lifted trade to new heights and it was soon invented over and over again in developing nations all over the world. The Crusades were then organized to officially "bridge" the world's "canal-lock divide."

As a colonist you may not be yet aware, but the word "colonize" is a biblical metaphor for "dig another harbor." Waterway modernization is pretty important if one is interested in global trade but supposedly Amsterdam Harbor was only needed just in case any Viking ships were accidentally "blown off course."

Outsourcing do's and don'ts: The place you plan to outsource your homeland jobs to will require an infrastructure equal to or better than your own. This includes aqueducts and roads - and they cost mucho coinage - and it tends to irritate the homeland labor force. In the future they will call them "utilities"
In the early 1900s they will be called "utility abuses."

Colonist tip: Watch out when you hear the words: "Largest Single Foreign Investment". These words are usually preceded with the words: "Closed Door Task Force". And these words are usually followed with the words: "Greatest Accounting Fraud Ever" - which is always followed with the words: "Because Its War!" You colonists have got a lot of war coming - so if you aren't into war that much - you might want to pay attention to the reason its waged.

In another 1607 anniversary installment..

The informed colonial investor learns about New World travel promotions and finds the answer to the questions:

Chief Powhatan and Pocahontas?

Why would any dad name his daughter “The frisky one” and why didn't Shakespeare flee religious persecution?

63. Enron's Second Quarter

May 2nd 2001: President George Bush pretends like he had never heard of something called energy trading (even though the top 60 utility companies in the nation were doing it) and orders all federal agencies in California to cut power use in an effort to find a solution to the state’s energy crisis.

On May 9th, The Street.com posts one of the first articles publicly discussing Enron’s suspicious financial transactions

8 days later the terminator, Kenneth Lay and Michael Milken meet at the Peninsula Hotel in Los Angeles. I am about 60% sure that this was legit information, but it is purely pop trivia anyway.

The following day, Saudi Arabia announces that it “picked eight companies to participate in three projects that are expected to total $25 billion over several years”. Included are Exxon Mobil Corp., Royal Dutch Shell Group, BP, TotalFinaElf, and Enron Corp., the only non-oil company chosen.”

Enron even fooled Saudi Arabia and Crown Prince Abdullah? Get outta here.

Two days later a California poll finds that President Bush is faring far better then Gov. Davis amid the state’s power crisis. The same day, a Mumbia poll finds that Bush is faring far better then Gov. Davis amid Maharashtra state’s power surplus.

The next day on the 22nd of May, as if the California Attorney General Bill Lockyer doesn’t know how the energy trading game is played, Lockyer blames Reliant and Enron and Lay, personally saying he would “love to escort Lay to a 8 x 10 cell that he could share with a tattooed dude who says “Hi, my name is Spike, Honey.”

Electricity? “Spike” get it?

Doesn’t Lockyer know Enron’s “problems don’t start” until December?

At this point there are a lot of people that are onto Enron’s games but Sharron Watkins (the whistle-blower) hasn’t even entered the picture yet.

It is now June.. and it is the last month Enron accountants cook their books so if you are thinking about selling your shares at a profit, this month would be the last opportunity.

June highlights: Louis Freeh steps down. To put things into perspective Freeh presided over the FBI during “The Era of Greed” while Bristol Meyers Squibb was misstating years of earnings. Louis now sits on the Board of Bristol Meyers Squibb

June: Cheney raises Enron concerns over payment of Dabhol energy in meetings in Washington with India’s Congress Party, Sonya Gandhi which now controls Maharashtra. Again, this is not only pure theatre but in a little while we find out that Gandhi is actually Italian (the Indians in the world’s largest Democracy were totally taken by surprise by this one). Sonya had been giving some consideration to opening a chain of restaurants after she ends her stint in “public service” called “Gandhi’s Traditional Pizza”

June: Karl Rove sells his shares of Enron (this is big money)

June: Kenneth Lay donates 25K to Governor Rick Perry (this is small money)

Note: In the bigger picture, campaign contributions are “small money” which is why the “liberal” media and politicians and so-called “watch-dog” groups focus so much on campaign contributions. Following the small money makes it appear that somebody is actually following ANY money. As a rule, if there is “much fanfare” regarding financial transactions it is either a diversion or it is relatively insignificant.

Here are three examples:

John Kerry and Enron: The small money that was followed here was “dividends”
When Monika was getting started with Bill in December of 1995, Heinz Kerry announced that Kenneth Lay will serve as a member of the Heinz Center philanthropy, then John Kerry’s Heinz family trust bought between $250,000 and $500,000 worth of Enron’s stock.
Lets do the math. Enron is trading at $18.00 per share when they buy it and its trading at about $21.00 per share when they are “reported to” sell it. $500,000.00 would have bought about 28,000 shares. 28,000 multiplied by $21.00 is about $588,000.00. Net profit: $88,000.00
So the both the “liberal” and “conserviative” media reports that the Heinz-Kerry ownership and sale of stock brought about $5,000 to $15,000 in “dividends”
The riivial amount diverted attention from the net profit. Leave it to the money-counters to assume that the gain in “dividends” is more significant than the gain in share value.

Martha Stewart and ImClone: The small money that was followed here was the short term loss.
On the 28th of December 2001, the FDA decided not to approve Erbitux. The day before the FDA decision, Martha Stewart sold her 3,928 shares of ImClone stock.
The Wall Street Journal claimed that by selling before the news Martha avoided a loss of $51.222.00
Now this math sounds like Arthur Anderson is around here somewhere
ImClone was trading at $75.00 per share ($294,600.00) when she sold. When the s—t hit the fan in June of 2002 the shares were trading at $7.00 to $8.00 per share ($31,423.00)

$294,600.00 – (minus) $31,423.00?

It appears Martha avoided a loss of a little bit more than $263,000.00 but then again nobody was actually counting money back then anyway.

I wonder what kind of “a loss” Peter G. Peterson, John Mendelsohn and George H.W. Bush from M.D. Anderson Cancer Center “avoided”?

Insider trading is one thing but insider trading in fictitious money in a corrupt company run by a corrupt CEO is another.

October 23rd of 2010 is when Sam Waksal gets out of prison

Example #3: George H.W. Bush and Global Crossing: On the 16th of November 1999, when everyone was expecting the DOW to reach 36,000, George and Barbara decided to play it safe so they sell their 100,000 shares of Global Crossing for a reported $4.45 million. These were the shares he got for free for a speech he vomited at in Japan.
Lets say Global Crossing is reported to have donated $30,000 (small money) in 1999 to the Bush campaign.
Here is the math the liberal press can’t seem to compute:
What is $30,000 (small money) subtracted from $4.45 million (big money)?
Actually, even the published amount was wrong since Global Crossing was trading at $52.00 per share at the time of the sale.
Rush Limbaugh got the Terry “Global Crossing” McCullife part right but he never made any references to Barbara or George “Global Crossing” Bush?
Half of history and half of the facts have always been good enough for the King and his Court.

The big money is in corporate holdings in corrupt companies. Follow the big money – not the small money.

Now, back to events in June just before Enron starts counting their money accurately in Q3:

Sami al Arian and some 130 other Muslims attend a White House meeting with President Bush.

In June of 2000, Sami al Arian was campaigning for George Bush in Florida (this would be during the war we supposedly didn’t was going on at the time)

I’ll be writing on a mishap in 1999 often referred to as the “U.S.S Cole bombing” to put this Muslim meeting and many other unlikely events in 1999 into clearer perspective.

Suffice it to say, at this point in time there should have been a U.S.S. Cole mindset among government leaders.

On the first of June the “Premium Processing Program” begins. Foreign celebrities, athletes, executives and other types of workers will be able to pay $1,000 to get work-visa applications processed within 15 days instead of the usual 3 months or more.

3 months? Isn’t that a business quarter?

Remember? The function of all government is to pretend to fail

So wouldn’t you know it.. the “visa express” program expedites the entry of both Abdulaziz Alomari and Salem Alhamzi.

Let me get this straight. The agencies responsible for keeping Americans safe from foreign terrorists were having such a difficult time gathering, assembling, and coordinating information from visa holders for approval within a waiting period of “three months or more” decide to shorten the approval period to 15 days?

One would think that after seeing the August 6th 2001 document: “Bin Laden Determined To Attack Inside The United States” Condoleezza Rice would have suggesting suspending the new “Premium Processing Program”?

On the 18th of June, the FBI pulls agents investigating the bombing of the U.S.S. Cole out of Yemen due to a “specific and credible” threat against them.

Two days later, Yemen arrests 15 people suspected of plotting to bomb the U.S. Embassy in Sanna. Meanwhile, a reported recruitment videotape from Osama bin Laden’s group claims responsibility for the Cole bombing and is viewed by the AP in Kuwait

The next day the INS announces that it “has no plans to actively target H-1B workers for deportation”. The INS spokeswoman says she “doesn’t know of any H-1B workers who have been deported simply because they have lost their jobs.”

The “most recent” contact between Kenneth Lay and Dick Cheney occurs at a conference on the 24th of June.

To try to help Enron collect a $64 million debt from Dabhol, on June 27th Cheney lobbies India’s opposition leader, Sonia Gandhi on behalf of Enron shortly after the Cheney energy task force specifically recommended promoting energy production in India

Then next day in an attempt to make it look like he doesn’t understand the book-cooking energy business either, the Wall Street Journal’s, Daniel Pearl, writes “AES Expresses Interest In Enron’s India Project”
“AES offers to buyout troubled electricity venture. Dabhol hasn’t produced power for more than a month”

Those bubbling fools at AES. Dabhol isn’t paying Enron – why would the pay AES?

As if India was ever expected to pay Enron.

The same day of Pearl’s piece, Bush names Elliot Abrams to the top national security post and the Supreme Court rules 5-4 that immigrants who commit crimes can’t be held in prison indefinitely, if the U.S. can’t deport them.

Huh? Its that damn ACLU I tell ya!

Enron’s second business quarter is over.

July 01, 2000: This is the first day of the first quarter that Enron counts its money honestly since 1993.

Eventually every financial scam comes to a point where it needs to invoke its exit plan.

What is Enron’s exit plan?

July 01, 2001: California Senator Diane Feinstein who is on the Intelligence Committee warns CNN “Intelligence staff tell me that there is a major probability of a terrorist incident within the next three months.

Next three months?

Isn’t that a business quarter?

64. Enron's Second Quarter (6) (errors edited)

43. Dr. Philip M Zack: Racist, illegally accessed anthrax lab after being fired
:bluebox:  The Hartford Courant via UCLA Dept. of Epidemiology:
Lab specimens of anthrax spores, Ebola virus and other pathogens disappeared from the Army's biological warfare research facility in the early 1990s, during a turbulent period of labor complaints and recriminations among rival scientists there, documents from an internal Army inquiry show.

The 1992 inquiry also found evidence that someone was secretly entering a lab late at night to conduct unauthorized research, apparently involving anthrax. A numerical counter on a piece of lab equipment had been rolled back to hide work done by the mystery researcher, who left the misspelled label "antrax" in the machine's electronic memory, according to the documents obtained by The Courant.

--snip--

Documents from the inquiry show that one unauthorized person who was observed entering the lab building at night was Langford's predecessor, Lt. Col. Philip Zack, who at the time no longer worked at Fort Detrick. A surveillance camera recorded Zack being let in at 8:40 p.m. on Jan. 23, 1992, apparently by Dr. Marian Rippy, a lab pathologist and close friend of Zack's, according to a report filed by a security guard.

--snip--

Zack left Fort Detrick in December 1991, after a controversy over allegations of unprofessional behavior by Zack, Rippy, Brown and others who worked in the pathology division. They had formed a clique that was accused of harassing the Egyptian-born Assaad, who later sued the Army, claiming discrimination.

:bluebox:   Racist harassment of Dr. Ayaad Assaad by Drs. Zack and Rippy (among others) can be found in Salon's piece "Fort Detrick's anthrax mystery".

:redbox:   Anonymous attempt to frame Dr. Assaad for anthrax attack a day or so prior to anyone, even the FBI, knowing of the anthrax letters:
(SALON) Fort Detrick's anthrax mystery:
Who tried to frame Dr. Ayaad Assaad, a former bio-warfare researcher at the Army lab? Was it the same person responsible for last fall's anthrax mail terrorism?

Ayaad Assaad, a U.S. government scientist and former biowarfare researcher, received a call from an FBI agent asking him to come in for a talk. It was well before anthrax panic gripped the nation -- in fact, it was the same day that photo editor Robert Stevens, 63, was admitted to a Florida hospital. It wasn't until the next day that Stevens was diagnosed with inhalation anthrax, and another two days later, on Oct. 5, when he would become the first of five eventual fatalities caused by the apparent bioterrorist attack.

--snip--

"Dr. Assaad is a potential biological terrorist," the letter stated, according to Assaad and McDermott. The letter was received by the FBI in Quantico, Va., but Assaad did not learn from the FBI where it had been mailed from. "I have worked with Dr. Assaad," the letter continued, "and I heard him say that he has a vendetta against the U.S. government and that if anything happens to him, he told his sons to carry on."

According to Assaad, "The letter-writer clearly knew my entire background, my training in both chemical and biological agents, my security clearance, what floor where I work now, that I have two sons, what train I take to work, and where I live.

"The letter warned the FBI to stop me,"
he said.

After their meeting, Assad was thanked by the FBI agents, who have not contacted him since. The bureau says it cleared Assaad of the anonymous allegations against him.

Zack's still at the top of the suspects' list. He had the motive, the means, and the opportunity.

44. The thing I find remarkable about this...
Edited on Wed Jul-04-07 08:59 PM by GainesT1958
Is that after the Ft. Detrick connection was unearthed, the trail "went cold". And the media stopped talking about it. At all.

Somebody--in the FBI, in DHS, in the Pentagon--knows what happened with, and to, this Anthrax strain. And who ordered it to happen. AND..who ordered it not to be traced.

I just hope one day we'll find out--say, in about two years, maybe?

B-)

46. Yup that's kind of strange that it can be traced right up to the ...
front door of a US Army lab and that's it, end of story.

I've never worked in one of these labs but I have worked on nuclear weapons when I was in the military. I'd bet money that the same types of controls on nuclear weapons were also in place at these labs. Things like never working alone but always with a partner or two.

In addition to always being observed by others they would likely have strict inventory controls, weighing materials & signing out materials and weighing & signing them back in at the end of the day.

One would think that under the types of controls they have in place that it would be extremely hard for even a small amount of materials to go missing. That is unless someone were able to access the materials during off hours when the normal lab workers weren't around. Of course to be able to do that would require some top level military security clearance.

65. Anthrax proves 9/11 was inside job.
All this info here is too much for me. Simple common sense tells me that 9/11 was gov. planned. There's no way that the anthrax attack was so perfectly planned, that it coordinated with 9/11, OR was never solved. Whether it was carried out by the gov. OR a homegrown terrorist. Coincidence my ass.
