Libya's technology is a global concern

SEATTLE POST-INTELLIGENCER EDITORIAL BOARD

Top U.N. nuclear inspector Mohamed ElBaradei reports that Libya was still three to seven years away from developing a nuclear weapon and has largely dismantled its nuclear weapons program.

That's the good news.

Here's the very bad news.

ElBaradei also reports that he was stunned by how much high-tech weapons development material Libya's Col. Moammar Gadhafi had managed to assemble. Libya could not have legally obtained the material in question so it must have come from states willing to supply the mercurial Gadhafi or, more likely, from black marketers.
