...Emerald Isle Town Manager Frank Rush estimated debris cleanup in their town alone could reach $1 million. With plenty of fallen trees and limbs and sound-side docks and piers splintered into pieces, the piles of debris have been many.

...Still, the time that has passed without a decision hasn't gone unnoticed. After Hurricane Isabel, FEMA declarations were announced within days.

"We're not real encouraged by the length of time that has gone by," said Chuck Cooper, town manager for Atlantic Beach, another municipality facing significant clean up costs...

"There's no particular reason to be nervous other than nothing is happening and we don't understand it," he said....
