Ethics charges to target DeLay

By Charles Babington

The Washington Post

WASHINGTON - A Texas Democratic congressman plans to file a wide-ranging ethics complaint today against House Majority Leader Tom DeLay of Sugar Land, shattering the remnants of a 7-year-old, unwritten ethics truce between the two parties and possibly nudging the House back toward a brand of political warfare that helped topple two speakers.

The complaint, which Rep. Chris Bell, D-Houston, said he will send to the House ethics committee, accuses the House's second-ranking Republican of soliciting campaign contributions in return for legislative favors; laundering illegal campaign contributions through a Texas political action committee; and improperly involving a federal agency in a Texas partisan matter.

An Austin grand jury has been looking into the Texas committee's activities, although DeLay's aides say there is no evidence he is a target of the investigation. DeLay has denied wrongdoing in all matters cited in Bell's complaint.

"These are warmed-over and factually deficient allegations from a bitter partisan on his way out of office," DeLay spokesman Jonathan Grella said Monday.
A DeLay ally, Rep. John Doolittle, R-Calif., said Republicans "are going to have to respond in kind" by filing ethics charges against key Democrats. From now on, he said, it's a matter of "you kill my dog, I'll kill your cat." Doolittle said he plans to file ethics charges against a prominent Democrat but would not name the target.

2. Tom DeLay is a MORON. Doolittle speaks like a true Repub.
Any Republican coming out of Texas can't be worth the space they are wasting with their physical presence. It is about time Tom DeLay had some sort of ethics violations lodged against him. He is raving mad.
a Bush wannabee. Doolittle is a minnion.

4. I want to know: Don't Texans get a bit mad at Tom "Cognitive" DeLay
and all of his cohorts? The people of Texas are paying them to work for the benefit of their great state, and yet DeLay and company (and I include Dems in this!) are busy flinging feces and screaming across the House floor! Why isn't this whole country banging at their reps' offices with pitchforks and flaming effigies? What would happen to each of us if we spent every day at work doing nothing but gossiping and bitching? Simple: we'd be fired!
We really need to take this country back. Slash their salaries and make public officials live in public housing. I've had it. Do your damn jobs!

7. "The People of Texas" didn't vote for DeLay
Just the people of Sugarland & vicinity. Even there, he's got his critics; Susan DuQuesnay (AKA Juanita) detected a secret message in recent mailings to his constituents:

DeLay hit with ethics complaint

WASHINGTON (AP) — A Texas Democrat who is losing his House seat because of redistricting engineered by House Majority Leader Tom DeLay is filing ethics complaints against the Republican leader.
Rep. Chris Burns is charging that DeLay, R-Texas, provided legislative favors to a company that made campaign contributions to DeLay and other Republicans, laundered other corporate donations to illegally help Texas GOP candidates and improperly used his office in asking the Federal Aviation Administration to track down a private plane used by Texas Democrats.
(snip)

DeLay's press secretary, Jonathan Grella, characterized the complaint being filed Tuesday with the House ethics committee as "warmed-over and factually deficient allegations from a bitter partisan on his way out of office. This election year scorched-earth strategy is doomed to fail."

Bell's complaint would be the first filed against a House leader since the ethics committee took up a case against former Speaker Newt Gingrich in 1997 that contributed to his decision to leave office. Since then there has been an unspoken truce between the two parties on filing ethics complaints.
