Japan PM forces navy bill through
Source: BBC News

The Japanese government has invoked a rarely-used power to force through a controversial naval bill.

The ruling party used its lower house majority to override opposition lawmakers, who had voted down the bill in the upper house hours earlier.

It was the first such move in more than 50 years, and followed months of deadlock over the proposed legislation.

The bill will allow Japanese ships to resume a refuelling mission supporting US-led operations in Afghanistan.

2. After WW2 Japan signed treaty no army no navy...
After the Japanese surrender in World War II, the United States Armed Forces acquired the overall administrative authority in Japan. All of the Japanese Imperial Army and Navy have been decommissioned and all of their military bases were taken over by the USAF. The allied countries planned to demilitarize newly dependent Japan, and the U.S. imposed the Constitution of Japan with a no-armed-force clause in 1947.

3. Yet Japan has been a major naval power since the 60's
the cold war changed everything.
