As Wolfowitz resigns, battle looms over successor(Tony Blair is on the short list?)

WASHINGTON (Reuters) - Paul Wolfowitz resigned as World Bank president, ending turmoil over his leadership, but the next battle loomed for the United States over how and if it should continue to appoint the head of the institution.

The World Bank board is scheduled to meet on Friday to discuss leadership issues, including the process of selecting the new president.

The White House said it would soon name an American successor. U.S. Treasury Secretary Henry Paulson said he would help President George W. Bush in identifying a nominee after consultations with other World Bank member countries.

Neither the White House nor Paulson mentioned the possibility of changing the way the United States has selected the president of the poverty-fighting institution, even as it emerged from a bruising fight over Wolfowitz.

While the White House cautioned it was too early to speculate over his successor, names being tossed around in the U.S. media included former Deputy U.S. Secretary of State Robert Zoellick, Deputy U.S. Treasury Secretary Robert Kimmit and even Tony Blair, Britain's outgoing prime minister.

Blair is a poodle and how come it isn't anybody else's turn to name someone to the WORLD BANK. It should be since we always seem to name people like failed war ministers.

World Bank president clears the way for the global aid body to move ahead, many said after he announced his decision, though not everyone was pleased to see him go.

The general reaction was that a protracted battle over his stewardship, prompted by his involvement in a high-paying promotion for his companion, had undercut any chance he had to be an effective leader.

"The poorest people in the world ... deserve the very best we can deliver," Wolfowitz himself said in a statement. "Now it is necessary to find a way to move forward."

World Bank President Paul Wolfowitz, who will resign over his handling of a pay package for his girlfriend.


Wolfowitz on Thursday announced that he would step down at the end of June, his leadership undermined by a furor over the compensation he arranged in 2005 for Shaha Riza, a bank employee.

His departure ends a two-year run at the development bank that was marked by controversy from the start, given his previous role as a major architect of the
Iraq war when he served as the No. 2 official at the
Pentagon.

It also ends a potential political headache for
President Bush, who had named Wolfowitz to the post.

Actually, Blair's not such a bad idea. I despise him for Iraq but I'd never deny that he cares about social wellbeing - that's why he chose Labour rather than the Tories. He has no comprehension of course of any political or economic culture beyond leafy English suburbia, but I doubt he's worse-qualified on that score than other Administration favorites.

And the Brits (especially Gordon) could do with a rest. He's done, take him away.

WASHINGTON, May 18 (Reuters) - A day after Paul Wolfowitz resigned as World Bank president, ending weeks of turmoil over his leadership, a fresh battle loomed over how and if the United States should pick his successor.

Wolfowitz's resignation on Thursday was forced by his handling of a high-paying promotion for his companion that prompted an uprising among staff and bank member countries, some of them long-standing critics.

His decision to step down at the end of June has not quelled staff anger. The bank's employee association has demanded the former U.S. deputy defense chief and Iraq war architect be put on administrative leave immediately and be forbidden from making any policy decisions.

Senior bank managers urged staff on Friday to focus on the bank's mission of fighting poverty.

"I know a good many of us may feel that this consensus is less than perfect, but it does start to bring to an end this period of institutional crisis that we have been living through," Joy Phumaphi, the bank's vice president for human development network, wrote in a note to staff.
