IAEA to deny Iranian reactor request
Thursday, November 23, 2006 (Vienna):

The 35-nation board of the UN nuclear agency have effectively agreed to deny Iran technical help in building a plutonium-producing reactor, at least for now, but was favoring a formula that would leave room for Tehran to renew its request.

A committee of the International Atomic Energy Agency forwarded a summary of its three days of deliberations on 832 requests for technical aid from member countries to today's full board meeting.

That gathering was expected to waive a decision on Tehran's request for aid for its Arak reactor. That, in effect, would deny IAEA help, at least for the next two years, after which new requests will be considered ...

1. The IAEA is between a rock and ahard place
if they help then they could be helping nuclear proliferation, but if they don't then there is always the chance "someone else" will.
