Report says Rumsfeld allowed Guantanamo abuse
WASHINGTON (Reuters) - U.S. Secretary of Defense Donald Rumsfeld allowed an "abusive and degrading" interrogation of an al Qaeda detainee in 2002, the online magazine Salon reported on Friday, citing an Army document.

In a report a Pentagon spokesman denounced as "fiction," Salon quoted a December 2005 Army inspector general's report in which officers told of Rumsfeld's direct contact with the general overseeing the interrogation at the U.S. naval base at Guantanamo Bay, Cuba.

The report at www.salon.com, titled "What Rumsfeld Knew," comes amid a spate of calls by retired U.S. generals for the Pentagon chief to resign to take responsibility for U.S. military setbacks in Iraq.

Rumsfeld spoke regularly to U.S. Army Maj. Gen. Geoffrey Miller, a key player in the treatment of detainees in Iraq and Guantanamo, during the interrogation of Mohammed al-Kahtani, suspected to have been an intended September 11 hijacker, Salon quoted the inspector general's report as saying.>>>>snip

vile, worm-infested human bile, with green vomit pouring out of his mouth; a ghoul who really belongs in the underworld; Master of the Dante's Inferno he himself has created.

He gets off dreaming about young boys anally raped and he gets aroused by looking at the Abu Ghraib photos.

Kasim Hilas told a CID investigator that he witnessed a harrowing incident one night on Tier 1A. "I saw the translator Abu Hamid fucking a kid," Hilas stated. "His age would be about 15-18 years. The kid was hurting very bad and they covered all the doors with sheets. Then when I heard screaming I climbed the door because on top it wasn't covered and I saw Abu Hamid, who was wearing the military uniform, putting his dick in the little kid's ass. I couldn't see the face of the kid because his face wasn't in front of the door. And the female soldier was taking pictures. Abu Hamid, I think he is Egyptian because of his accent, and he was not skinny or short, and he acted like a homosexual (gay). And that was in cell #23 as best as I remember."

The use of civilian contractors is key to understanding Abu Ghraib. As the full Taguba report makes clear, private contractors held many sensitive positions at the prison. The wealth of classified documents suggests that once the administration decided to privatize military intelligence operations -- giving inexperienced contract workers nearly unlimited power over detainees -- with only a pretense of military oversight, the door to prisoner abuse was thrown open.

17. Rumsfeld linked to terror torture
Edited on Sun Apr-16-06 03:24 AM by JCMach1
THIS SHOULD BE THE BIG STORY OF THE DAY... HUGE!!!

========================================================================================

US Secretary of Defence Donald Rumsfeld "needs a good lawyer'' following a general's sworn statement linking him to the torture of a detainee at Guantanamo Bay, Human Rights Watch said. The alleged torture took place in late 2002 and early 2003 and Rumsfeld could be criminally liable.

An Army Inspector General's report of December 20, 2005 obtained by Salon.Com contains a sworn statement by Lt Gen Randall M. Schmidt that implicates Rumsfeld in the abuse of detainee Mohammad Al Qah'tani...
"It's not just this case but the entire interrogation tactics used have ended up with assaults and violations of law.

"Nothing like this has ever happened before. We have had cabinet officials indicted before but usually in regard to fraud. We need a special independent prosecutor to look into this.''...

18. so far the 'few bad applies' approach has worked.

......Gen Schmidt said that Secretary Rumsfeld was "talking weekly" with General Geoffrey Miller, a senior commander at Guantanamo in 2002 and early 2003 , about the Al Qah'tani interrogation, and that the secretary of defence was "personally involved in the interrogation of one person."

Schmidt's statement indicates that Rumsfeld maintained a high level of knowledge of and supervision over Al Qah'tani's treatment. Al Qah'tani, who is alleged to have been a "20th hijacker", was denied entry to the United States in August 2001. Pentagon spokesman Gordon told Salon.Com that Al Qah'tani was an "Al Qaida terrorist" who provided a "treasure trove" of information during his interrogation. (The information Al Qah'tani is said to have provided, however, is still classified.)

The Pentagon has acknowledged that Al Qah'tani's mistreatment was not unplanned. "Al Qah'tani's interrogation was guided by a very detailed plan, conducted by trained professionals in a controlled environment, and with active supervision and oversight," wrote Gordon in an e-mail to Salon.Com. "Nothing was done randomly."

19. From the SALON article
Secretary of Defense Donald Rumsfeld was personally involved in the late 2002 interrogation of a high-value al-Qaida detainee known in intelligence circles as "the 20th hijacker." He also communicated weekly with the man in charge of the interrogation, Maj. Gen. Geoffrey Miller, the controversial commander of the Guantánamo Bay detention center...

20. Rumsfeld Personally Involved in Torture Allegations at Gitmo.
http://www.truthout.org/docs_2006/041506Z.shtml

...In a sworn statement to the inspector general, Schmidt described Rumsfeld as "personally involved" in the interrogation and said that the defense secretary was "talking weekly" with Miller.

Rumsfeld developed an interrogation plan that required the Gitmo detainee to "stand naked in front of a female interrogator, was accused of being a homosexual, and was forced to wear women's underwear and to perform 'dog tricks' on a leash." Schmidt said that the open-ended policies Rumsfeld approved, and that the apparent lack of supervision of day-to-day interrogations permitted the wide-scale abuse to take place.

The report contradicts Rumsfeld's earlier statements...

24. Here's an excellent remark from your link, also:
"The question at this point is not whether Secretary Rumsfeld should resign, it's whether he should be indicted,'' she said.
(Joanne Mariner, Terrorism and Counter-terrorism Programme director at Human Rights Watch.)
