So Congress can't do it, but the AG can, if I read it correctly.
If the AG feels they have a conflict of interest on a case, they can get an outside person to do it.

It's all in the republican hands though basically. The pain has to be so great for covering up, that it is worse than the crime. We will see if it hits that threshold.

The key is calling republican Senators who are in tight re-election bids next year. Those are the ones who are worried about their asses.

But the majority party will have to get on board before the idea of an independent counsel gets any traction. And the Republican code of Omerta will keep them from doing anything of the sort. Crime families don't settle these sorts of disputes in the public eye; it's done behind closed doors so as not to expose any weakness.

Clearly someone has broken the law. Having no investigation through DOJ special counsel or otherwise is probably not going to wash.

Ashcroft will delay hoping it will go away. But, when it comes, watch the republicans in Congress call their own hearings so they can protect the Whitehouse leakers with immunity for testimony.
