Karen Hughes to be nominated for State Department post

The Dallas Morning News

WASHINGTON - (KRT) - Karen Hughes, one of President Bush's closest confidants who left the White House nearly three years ago to return home to Austin, Texas, has accepted a key post in the State Department, administration officials said Friday.

Hughes - who has continued to advise the president, most visibly during the final stretch of his re-election campaign - will be nominated by him to be undersecretary of state for public diplomacy, the officials said on the condition of anonymity.

The undersecretary, who must be confirmed by the Senate, deals with polishing the U.S. image abroad, particularly in the Muslim world since the Sept. 11, 2001, terrorist attacks on New York and Washington.

The post, which Secretary of State Condoleezza Rice has singled out as "extremely important," has been held during the last few years by two high-profile women - Charlotte Beers, a former advertising executive; and Margaret Tutwiler, who worked in the first Bush administration.

The posting came as a surprise since Hughes told The Dallas Morning News three weeks ago she was looking forward to spending more time with her family in Texas.

In an exchange of e-mails, she said that she was not returning to the payroll of the Republican National Committee, where she had consulted from Austin for $15,000 a month, but she would continue on the lucrative speaking circuit in addition to consulting with the White House.

"I'm not traveling to Washington as much this spring because it's my son's senior year in high school, and since I was on the road in the fall with the campaign, I promised home-cooked meals," she said. "The next couple of months is his baseball season, so I'm attending all the tournaments and games ... I'm in charge of the team dinners."

The Iraq and Middle Eastern situation is expected to go in the crapper within the next couple of months despite James Baker's and Condi Rice's best efforts. They need Karen to keep Joe and Betty Average Republican from despair and distracted from the failures. (Never mind the job description, Karen Hughes's job is always the same.)

It was from that office that he intimidated the media, threatening, making personal appearances to papers and tv networks, making vile insinuations about sex lives of reporters covering the Contra war in Nicaragua. Here's a look at the kind of damage a real @$$#### can inflict from the Office of Public Diplomacy:
.... Beginning last March, two senior members of the Foreign Relations Committee, Sen. Christopher Dodd (D-Conn.) and Sen. John Kerry (D-Mass.), began publicizing their concerns about Reich's involvement in the Reagan administration's covert activities, spearheaded by Lt. Col. Oliver North, to aid anti-communist guerrillas in Nicaragua.

Some of the senators' qualms are the same as those contained in a 1987 report by the bipartisan congressional committees that investigated the Iran-contra affair. Otto Reich is featured in a section titled "White Propaganda," which referred to his work at the Office of Public Diplomacy. The report described the OPD's operations as "a new, nontraditional activity for the United States government" that involved the illegal use of taxpayers' money for public relations lobbying. For example the office produced op-ed pieces published in national newspapers without disclosing OPD involvement. The report quoted Reich's description of his modus operandi as "a very aggressive posture vis-à-vis a sometimes hostile press."

The U.S. comptroller general, after another investigation, soon concluded that Reich's operations were "prohibited covert propaganda activities designed to influence the media and the public." The OPD had violated a restriction barring the use of federal funds for publicity or propaganda purposes not authorized by Congress.

His background briefings, in which he often accused journalists of being communist sympathizers, are legendary in Washington. National Public Radio editors recall a meeting in which he testily referred to the network as "National People's Radio." His crusade also targeted U.S. reporters working in Central America. Miami-based author (and former Miami New Times staff writer) John Lantigua remembers having lunch with Reich during a visit he made to Nicaragua in 1985, when Lantigua was freelancing for the Washington Post and the Chicago Tribune. Reich was quarrelsome, Lantigua recalled, when the diplomat was confronted with facts that contradicted his ideology-laden conceptions about the socialist Sandinista government. "In retrospect, he was fishing. He was being provocative to see who would argue with him," Lantigua surmised. The journalist soon found himself the subject of a report by Accuracy in Media that claimed the Sandinista regime was providing sex slaves to Lantigua in exchange for favorable reporting. Reich later took credit for the report, telling a New York magazine writer that he had received the information from Sandinista defectors. "The guy's a slimeball," Lantigua scoffed.

Reich also engaged in potentially far more volatile forms of disinformation. In November 1984, purportedly citing classified intelligence documents, Reich told journalists that the Sandinista government may have received a shipment of Soviet MiGs. Network news programs and major newspapers picked up the tidbit, which proved to be false. But the OPD goal, in this instance to malign the Sandinistas, was met.

Through irregular sole-source, no-bid contracts, S/LPD established and maintained a private network of individuals and organizations whose activities were coordinated with, and sometimes directed by, Col. Oliver North as well as officials of the NSC and S/LPD. These private individuals and organizations raised and spent funds for the purpose of influencing Congressional votes and U.S. domestic news media. This network raised and funneled money to off-shore bank accounts in the Cayman Islands or to the secret Lake Resources bank account in Switzerland for disbursement at the direction of Oliver North. Almost all of these activities were hidden from public view and many of the key individuals involved were never questioned or interviewed by the Iran/Contra Committees.”

This is all about Bush needing to gather the faithful around him, and that's a good indication that he's concerned about his "legacy," such as that will be in the history books, and how things are going of late. She's far enough way not to get into Rove's way, and close enough to be called upon in tight spots, when Bush is in need of a few new code words to rally the religious right.

Therefore, the sheeple will not tolerate any ire on the target's part. Nope, like ole Dan Rather, only the operatives got their hands dirty.

Karen ain't fetching like Ann, but she's smoothed the edges of her persona to one almost appealing in a matronly sense ... that when an opponent has been devastated by one of her attacks, they won't know what hit them. Kind of like being sucker punched - you're down for the count.

Karen Hughes is IMO "political evil incarnate." Yes, she has as much potential as KKKarl Rove (Re: Dirty Tricks) years back.

(CBS) The White House confirms that it will be establishing an Office of Global Communications, to promote and explain to the world U.S. policies and actions.

Some functions will be redundant with existing similar functions performed by the State Department, reports CBS News Correspondent Mark Knoller, but spokesman Ari Fleischer said Global Communications will help convey the White House view more compellingly.

Asked if Americans can be assured the new office will not engage in disinformation, he said "absolutely."

In February, the Pentagon shut down a new "strategic information" office meant to get the United States' side of the story out and to counter the views of opponents such as the Taliban and al Qaeda. The office proposed internally to use the Internet and other media to spread false information.

Don't get me wrong! I think there should be more women in every type of high level governmental job. But Muslim men in the mideast, and especially a mideast that is becoming more fanatically conservative every day, are not going to necessarily enjoy the culture shock of dealing with powerful women. Even if the leaders think it's ok (which I doubt) , their constituents are probably going to think less of it. Europe and Russia should be fine with it, and even South America, China and Japan, for all practical purposes. But NOT the Mideast!

Under the cultural values that currently prevail in the Muslim world, if their leaders concede ground in ANY compromise with women, much less take veiled threats from them (a good possibility w/ this administration), they would lose a great deal of credibility with their conservative Muslim citizenry.

America has already made such a mess over there by NOT understanding their thousands of years of tribal customs and laws, but now they're sending WOMEN over to lie to the leaders and the people, without their heads covered, even. Not only that, but Condisleeza has been dressing like a Nazi dominatrix, of late. Man, that aught to go over really well with the Taliban-types.

Hell, even a great many conservative white "Christian" men (and Ann the Man Coulter) in the republican party don't think a woman should be president HERE. And we're sending Condisleeza and Karen Hughes to deal with fundamentalist MUSLIM MEN?

What do you have to do to make republicans understand that NOT EVERYONE IN THE WORLD has the same frame of reference we do, culturally?

Condisleeza and Karen are just another forumla for compounding the disaster bush has already perpetrated in the Mideast.

Karen is a very smooth talker, but I'm not sure she's going to be able to do much this time.

She is going to repair the U.S.'s image abroad. Sure wish she had foreign policy experience, other than traveling with the Bush. I feel confident she can explain to the angry ME why we invaded Iraq (sarcasm). Why do I think she has never read a history book on the ME let alone understand the people. Besides, she/they haven't explained to me why we invaded along with at least 1/2 the population of the U.S. This admin. must truly want a world war. Nothing they do makes sense. Washington is full of people that can fill that job if all they wanted was competance! Of course they don't want someone that is knowledgeable in ME affairs. Unbelievable.

Hughes, who for years has had a major voice in crafting President Bush's domestic message, is a former counselor to the president who left the White House in 2002 to move her family back to Texas.
