Venezuela probes ex-Guatemala ruler sought by Spain (RayGun pal)
Guatemalan General Romeo Lucas Garcia gave $500,000 to Reagan's 1980 campaign, and his henchman, Mario Sandoval Alarcon, the "Godfather" of Central American death squads, was a guest at Reagan's first inaugural celebration. Sandoval proudly calls his National Liberation Movement "the party of organized violence." Another RayGun pal and US puppet dictator, General Efrain Rios Mont who succeeded Garcia, is still involved in Guatemalan politics.

CARACAS, Venezuela, Feb 23 (Reuters) - Venezuelan authorities said on Wednesday they were investigating whether a former Guatemalan military ruler sought by Spain was living in Venezuela and would consider his extradition if requested.

A Spanish court has issued an international arrest warrant for Romeo Lucas Garcia who is wanted by Madrid over a deadly siege against the Spanish embassy in Guatemala more than twenty years ago.

"We have not received any information up until today from the foreign ministry about a formal request," Venezuelan Interior Minister Jesse Chacon said.

"If this man is in Venezuela, we will pass the information to the judicial authorities and if they determine the Spanish government has completed the requirements, we will proceed with extradition," he said.

NEGROPONTE REPORTEDLY DIRECTING OPERATION

The U.S. ambassador to Honduras, John Negroponte, is coordinating the covert operations against Nicaragua and directing CIA personel in Honduras according to a Nov. 8, 1982 Newsweek cover story. A Dec. 18 Miami Herald article by Juan Tamayo stated that between 125 and 150 CIA personnel were operating in Honduras--about 50 of them from the U.S. Embassy in Tegucigalpa. Honduran military personnel under the command of Gen. Gustavo Alvarez Martinez, who over the course of the past year has displaced civilian President Roberto Suazo Cordova as the real figure of power in Honduras, act as go-betweens for the CIA and the contras. Negroponte, according to one colleague cited in the Newsweek article, "has set out to make a mark in Honduras that will be noticed all the way to the top."

Seemingly in anticipation of a provoked Nicaraguan invasion of Honduras, the U.S., in cooperation with the Honduran military, staged a massive joint military operation, dubbed "Big Pine," within I0 miles of Nicaragua’s eastern border on Feb. 1-6. .Four thousand Honduran troops, with the assistance of 1,600 U.S. support personnel, were airlifted from Tegucigalpa to the province of Gracias a Dios to respond to an imaginary invasion attempt mounted by a "Red Army." Last July, the U.S. and Honduras staged a smaller,, but still impressive
rapid-response exercise involving 1,000 Honduran troops who were airlifted to a base in Mocoron, located within the same province.

20 years since scorched earth policy in Guatemala

In Guatemala in 1981, the government of Romeo Lucas Garcia initiated a scorched earth campaign resulting in the commission of genocide, crimes against humanity and war crimes. Eframn Rmos Montt continued the campaign during 1982. These were the most intense years of the 36 year civil war.

March 23rd is the 20th anniversary of the coup d'etat which brought Rmos Montt to power. On this day, survivors of the violence and family members of victims from the areas most affected will join together in San Martin Jilotepeque, Chimaltenango to commemorate 20 years and to demand justice for the atrocities committed.

The Association for Justice and Reconciliation (AJR) submitted legal complaints denouncing the military high command of Lucas Garcia on May 3, 2000. A similar complaint was submitted to the Public Prosecutors Office on June 6, 2001 against the Rmos Montt high command.

Progress has been made in the cases. Declarations have been taken from material witnesses by the Prosecutors Office. Most recently, in a surprising move, three accused former generals have come forward and testified, unsolicited, to the Special Prosecutor in the case, Mario Leal: Hector Mario Lspez Fuentes, Horacio Maldonado Schadd and Francisco Gordillo Martmnez. AJR and CALDH (Center for Human Rights Legal Action) as its legal adviser are pressuring for the investigation to continue and arrest warrants to be issued in the near future.
