Rumsfeld Says He Backs Bush on Intelligence Legislation
Edited on Tue Nov-23-04 05:39 PM by demokatgurrl
Administration flip-flops- er- "evolves"

http://www.nytimes.com/2004/11/23/politics/24PANELcnd.html?oref=login&hp

Dismissing reports of dissension within the administration, Defense Secretary Donald H. Rumsfeld said today that he supported President Bush's "evolving" position on overhauling the intelligence bureaucracy, and that suggestions to the contrary were "nonsense."

"Needless to say, I'm a part of this administration," Mr. Rumsfeld said at an afternoon Pentagon news briefing. "I favor reform in the intelligence community, as the president does."

Asked specifically if he did in fact support the intelligence-overhaul legislation that was blocked on Capitol Hill last weekend, Mr. Rumsfeld reiterated his support for the president's position.

"What they're in is a very complicated negotiation up there," the secretary said, referring to differences on the bill between the Senate and House, and within the House. "As I say, I haven't been involved in it, I've been out of the country. But the president's position is evolving as the negotiation evolves."

2. Lock step
"Rumsfeld Says He Backs Bush on Intelligence Legislation"

"But the president's position is evolving as the negotiation evolves."

So Rummy backs it, without knowing the final outcome.

3. "nonsense"
The Bushies excel at uttering nonsense and getting the press and the public to swallow it:

Bush supported the legislation ...

The legislation was defeated by House Republicans acting at the behest of the Pentagon ...

Rumsfeld heads the Pentagon ...

Yet Bush and Rumsfeld are in agreement.

Utter nonsense, but they routinely get away with it.

It's simply a way to defeat the bill without Bush appearing to have opposed it, but that simple and obvious conclusion isn't for public consumption.
