20. I think the burden of social security payments is actually 100% on the employee.
IIRC, a self employed person pays the entire 15%. I would imagine an employer figures the portion he must pay as part of the cost of hiring an employee, and reduced to salary by that amount to compensate for his (the employer's) 7.5% portion.
