While I do think that Single Payer is the only real answer, I think that we will find that this changes the incentives for the companies toward spending.

Right now they get to choose who they insure and they make about a 33% profit, but when the full law is in place they will have to insure everyone and be capped at profits equal to 20% of total spending. Since the mandate basically gives them a forced government monopoly the best way to make the most money is to spend as much as they can because 20% of 100 billion is more then 20% of 75 billion. There is not an incentive for rationing care.
