How does that logic work?

This basic plan was cooked up to bolster the insurance cartel and eliminate or at least stifle any efforts toward systemic reform and eventual Trojans to kill Medicare and certainly Medicaid which takes out the floor which in turn allows systemic costs to be pushed up further.
