So, you agree the chances they did not know for certain were greater than 0?

I don't understand the supposed need to minimize the nature of the disaster if they knew the meltdown occurred. Not like they can wave everyone away, quickly stuff the corium back in the RPV, patch the hole and pretend nothing happened.

The situation cannot be covered up. Delaying the information, if they had that knowledge in hand and it was known to be reliable, doesn't serve any purpose I can think of.
