Most of the costs associated with maintaining the
Fire Department are "fixed costs" based on the
staffing, facilities, and equipment levels established
for the fiscal year; there are relatively few "variable"
costs and whether or not the company drives the
fire truck to the grocery store doesn't really affect
those variable costs.
