The next step is probably making pregnancies mandatory for all women from age 12 on, with artificial insemination if required. Those who were born infertile will be executed upon failure to provide a baby to the fatherland.

Edited to add: This will apply to white women only, of course. We only want the "right" kind of children to be born. (Sarcasm)
