How else to justify a $700BB/year (+ unlimited war stipend) structural budget windfall?

In a sane country, this guy's motivations would be questioned. Who needs Al Qaeda when we have national politicians willing to drain the US Treasury on another misadventure - further damaging our international reputation - and whose only outcome would be making the world a more dangerous place?
