If you look at it broadly enough, it's just about everywhere. I figure that between costumers, cosplayers, re-enactors, clowns, costumes for Mardi Gras, Carnavale, actors, the Philadelphia Mummers, sports team mascots, Halloween, Santa costumes, Uncle Sam costumes, etc., dressing up is just one of the ways that a lot of people have of expressing themselves when they enjoy or have some enthusiasm for something.

These guys, on the other hand, are the ones claiming that they're not all just dressing up.
