It would require a Constitutional Ammendment to overrule a SCOTUS ruling. A "bill" just like the McCain-Feingold would be taken to court and back to the SCOTUS where they'd just restate what they said today. Alas, getting a Constitutional ammendment will be almost impossible as it would require 2/3rds of the House, Senate and then the states. As Sen. Schumer said today...we're screwed. The best hope would be to wait until Kennedy or another of the conservatives leave the court...replace them with a liberal/progressive and try it again.
