...because even on low the BS meter alarm goes off. The alarm is a siren with red flashing lights, and it just won't shut up - the claim is so nuts and crazy. Not to mention it's predicated on the assumption that Cheney and the government are competent enough to carry this out to begin with... when virtually every shred of evidence involving Cheney and the government absolutely scream, "We are fucking incompetent!"

Most of the government's incompetence comes from crazy levels of bureaucracy, internal and inter-agency politics. Most of Cheney's incompetence comes from the fact that he's a paranoid psychopath that probably needs serious mental health treatment.
