I think that one of the most basic differences between liberal/left ideology and right-wing ideology is that the former considers that it's more important to protect those in a weak position, even if this restricts some of the opportunities of the 'strong'; while the latter considers that it's more important to reward strength even if it means that the 'weaker' suffer. At the extreme, this becomes worship of 'toughness' and contempt for those in a weak position: Republicans/Thatcherites sometimes sneer at what they call 'victims' in a very ugly way. Being poor and being disabled are two of the most obvious reasons for someone being in a weak position and needing assistance before they can even begin to 'get on their bike'. This means that, according to some Republicans/Thatcherites, they deserve to be trodden on.
