20 percent. That's their base, and they make a lot of noise - that's what they've got. And they are sure to overreach (see NY's 23rd). But the economy will improve in 2010, jobs will start coming back (maybe at a trickle), and health care reform will be signed into law. And there's plenty to like in the bill, even if it doesn't meet every wish list.
