"Herd immunity" requires a high percentage of immunity within a population. The exact percentage depends on how easily spread the disease is. (For example, herd immunity for flu requires 95% of population to be vaccinated.)
Boys carry and spread HPV. Boys are not being vaccinated. That's roughly 50% of the reservoir *not* being vaccinated, even if 100% of girls were forced into it.
Therefore there will *never* be "herd immunity" for the 3 strains of HPV that gardisil provides some protection against.
