8. How could the government compel people to buy more fuel-efficient vehicles?
I'm not being snarky. I'd genuinely like to know your answer.

Of course my inherent snarkiness does compel me to point out that your suggestion is probably a violation of the pursuit of happiness clause of the Constitution.
