31. Since the test is under seal we don't know what the questions were.
However, there sure ARE ways a multiple choice test can be racially skewed. As I have pointed out, development of good test taking skills in the first place can result in such a skewed result. That is why I mentioned the city finding a test that had been used in other cities similar to New Haven that had more racially balanced results. At least if the same results came back from that test, New Haven could back up a claim that it had gone the distance to find a "tried and true" racially balanced test. The city did not. You cavalierly make the claim that such a balanced test is automatically "engineered." How can you know that without analyzing the test or even laying eyes on it? You start out with a bias...

There are also local politics involved with the mayor's longtime corrupt political cronies that amounted to out and out bullying and threats. Long story I won't go into here but trust me, I've been in New Haven long enough and seen enough to be thoroughly disgusted.

I totally agree with you that the white firefighters were punished through no fault of their own. The city disregarded them because of a fear that they would be sued under Title VII. If that is the case, then your argument is with Title VII of the Civil Rights Act. The city did not want a major lawsuit on its hands, but that is like complaining that the horse left the barn when you didn't close the door to begin with...
