That's present tense. That's now.

That headline did not mention that this was dated 2008. That was deliberately misleading.

We do know that the CIA is under new leadership and Obama has made many pronouncements about how the "war on terror" is being fought differently.

There is zero evidence that as of now 'CIA death squads killing with “impunity” in Afghanistan."

Calling that OP title a blatantly lie isn't name calling. It's a description of reality.
