26. This is obviously not the company's fault.
They can't help what their customers do with their garbage. Heck, they know it's a problem; each bag, wrapper, and box has a little "don't litter" message on it. They switched from foam to wax paper and cardboard a long while back. I don't really know what else they can do about it.
