Not. One.

Every little county, shire, village, hamlet, incorporated area, precinct and district. Every last mother's one of them.

Of course, some locales have their overachievers who take pride in the sophistication of their operation and want to demonstrate to the world just how corrupt they can be - Louisiana and Illinois (specifically Chicagoland) being prime examples.

I've read that the possibility of serving time in prison acts as a true deterrent to white-collar crime, but you'd never know it from the number of fools in office who don't seem to learn anything from the incarcerated politicos who have preceded them.
