17. Here is an explanation for the layperson (for those who don't understand this)
We want to see the Wizard of Oz with our own eyes.

What the official fails to grasp is that Executable Code is just 1's & 0's. (ie. 0101110101)

Nobody can "examine" or "read" the executable code, so no one (besides Diebold) can understand EVERYTHING the software can do.

Source code looks like this, and humans can read it as "let secret_password equal deepthroat' :
secret_password = "deepthroat"

Machine code looks like this, which isn't readable by a human:
01010110011010010111011001100001001000000100011101100101011011110111001001100111
01100101001000000101011100101110001000000100001001110101011100110110100000100001

You can try to test what it does, but you can't see inside "the box", so to speak.

This is important, because the programmers (if they were evil) could write the program so that when the state "tests" the executable under "normal" circumstances, it works fine and appears benign. But they could hide a secret "backdoor" in the software that the testers would never find. This backdoor could allow malicious people (Republicans!) to make the "Executable Code" give them more votes with no one knowing.

In short, secret code in elections systems should be illegal. Hell, Nevada doesn't even allow video poker computers to run "secret code".
