WTF is this and are they allowed to do this?????

I just went to get my mail, and what do I find? A letter, that on the outside says "Official Absentee Ballot Request Enclosed". It was one of those to The Smith family OR Current Resident. I opened it up and sure enough, there was an Absentee Ballot Application for voter registration in Virginia. I live in New Jersey. It was sent from the Republican Party of Virginia. There was a little instruction sheet, showing the 3 easy steps it would take to be registered and vote in Virginia along with some fear monger bullshit about how the Democrats will raise taxes etc.

So what is this crap? I do live in a very "red" area in New Jersey... could they have intentionally targeted my town for this reason? I am not sure why this makes me so angry, but I am just furious! Can they do this? Is there anything I can do to address this?

Forgive me if my questions and comments sound "green". I have only recently began actually participating at DU, was always just a lurker.
