If not on the national level, then at least on the state level.

It seems the Great Lakes states are doing that right now. The aquifers, lakes, rivers, streams,
should not belong to individuals to sell as a commodity (rather than onsite use), but then you have to bite into the nasty issue of water and property rights of landowners, etc. It's a viper pit.
