The problem is the jackasses in the local governments who are beholden to developers and private interests. They don't adequately plan for long term growth. They undertax. They hire consultants who tell them what they want to hear. They are horrible at conservation and when an area's residents conserve more than they planned the jerks raise rates to cover the difference because suddenly they aren't selling enough water anymore. Furthermore when a state is in the pockets of people like Pickins, they fail to manage their resources, and they sellout the public resources.

Businessmen like Pickins will always be greedy fucks. The people that need to be crucified are the politicians who represent themselves instead of the people.
