56. Somebody needs to GO TO JAIL here. Forget suspension or anything else - STRAIGHT TO JAIL.
There is no excuse for this story. You find someone lying on the side of a highway who is "out of it" and won't get up, the first inference you make is that they are injured. Maybe they were struck by a car, maybe they fell off the overpass, maybe they fell out of a car, maybe they are having a fucking epileptic fit, maybe they have OD'ed on something or are poisoned. But whatever it is that's the matter with them they are in trouble and need HELP. Nobody stretches out on the side of highway for fuck's sake unless they are seriously injured/incapacitated. Like a broken back. The first thing in your mind should be getting emergency medical assistance and if possible finding out the nature of the injury without making it worse. The first thing in your mind shouldn't be OH WHAT A GREAT OPPORTUNITY TO GIVE SOMEONE ORDERS THEY CANNOT OBEY AND THEN TASERING THEM 19 TIMES FOR DISOBEDIENCE.
