99. If they are banned
and you only have to look to DC for that then it follows they must be confiscated. It happened in New Orleans to law abiding citizens(confiscation). An unarmed populace is much easier to control.
My fav pol Dennis Kucinich wanted to ban handguns.
"Kucinich is currently drafting legislation that would ban the purchase, sale, transfer, or possession of handguns by civilians. A gun buy-back provision will be included in the bill."
