then make the Republicans filibuster. Don't continue to surrender just because they threaten to filibuster. That is weakness. Make them take a stand and make them defend it publically with words that they are willing to defend come election time.
By the way, it has not always worked that way. It is my understanding that this is referred to as the "Byrd rule"?
