"Family Values -- Keeping St. Bernard Parish Safe"

No offense to Taffarro's family, but with a billboard like this -- tow-headed children accepted without question as a greater benefit to the campaign than the other sort -- slogan like Keeping us Safe from Crime, this is one of the two parishes that shot at fleeing black residents trying to escape the floodwaters at the site of this billboard, which serves as more of a warning than an introduction to St. Bernard Parish.

Neighboring Jefferson Parish is the home of David Duke. Sherriff Harry Lee, was famous for declaring that more than two black people gathering together was "a potential riot" was exalted in the newspapers upon his recent death.

Sherriff Lee's lieutenants closed off the Mississippi river bridge and shot at everyone trying to escape on foot, saying that Jefferson Parish was a "quarantine zone" and "we won't let any thugs come into our parish".

Only federally approved buses were allowed across, while armed to the teeth white vigilantes from outlying neighborhoods, were filmed streaming in to the city on rented Jeeps...
